USAID’s National Health Technical Assistance Program (NHTAP) – Afghanistan

The United States Government, as represented by the United States Agency for International Development (USAID/Afghanistan), is seeking applications for a cooperative agreement from qualified entities to implement the National Health Technical Assistance Program (NHTAP).

The National Health Technical Assistance Program (NHTAP) will target policy, mid-level and service delivery agents/actors with a range of technical activities (TA). The program will build on the legacy of previous USAID TA programs, while exploring innovative and evidence-based approaches to strengthening care seeking, access to and quality of proven health and nutrition interventions. NHTAP will also enhance the resilience and sustainability of the national health system through improved performance and engagement of the public and private health sectors.

Objectives

Beneficiaries

While the health system strengthening component will primarily focus on MoPH central and provincial levels, frontline health service providers are the primary beneficiaries of National Health TAP and will be supported to move the needle in key health outcomes in the country. The target population of this activity will be all 34 provinces where Sehatmandi supported health facilities are functional, excluding the five major urban areas of Kabul, Kandahar, Jalalabad, Herat and Mazar-eSharif, with particular attention on women of childbearing age and preschool age children.

Focus Area

NHTAP will need focus on catchment areas/clusters with the greatest need. USAID’s anticipated thematic areas and corresponding key performance indicators. Although Targeted Support Teams could potentially work in any of the Sehatmandi supported health facilities in 34 provinces, priority will be given to the five most populated provinces, districts that are considered safe and accessible, and areas that combine the highest burden of disease with the largest populations.

Award Information

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $117 million in total USAID funding over a five (5) year period.

Eligible Applicants

USAID welcomes applications from organizations that have not previously received financial assistance from USAID. USAID encourages U.S. Small and Disadvantaged businesses and local organizations to partner with interested prime Applicants as sub-recipient or resource organization to provide supplies/services useful in achieving the objectives of the program.
