The United States Agency for International Development (USAID) is seeking applications from qualified U.S. and non-U.S. organisations to fund a program entitled “Ending AIDS in West Africa” with an aim to accelerate progress across the region towards Ending AIDS in West Africa through prevention, care and treatment, and acceleration of achievement of UNAIDS 90-90-90 targets with a focus on Key Populations (KP).
The “Ending AIDS in West Africa” (#EAWA) Project is the flagship HIV/AIDS project of the USAID Regional Health Office (RHO), and is the cornerstone of this approach. This project’s goal is that more people living with HIV or at high risk of HIV across West Africa are reached with HIV/AIDS prevention and treatment services as measured at sub-national (e.g., district or commune), national, and regional levels. The Project aims to:
- Systematically and deliberately identify, replicate, and scale up the most high-impact practices as proven by evidence from implementers throughout the region and elsewhere; and
- Test and innovate approaches that lead to the next generation of evidence-based approaches.
Objectives
- Key Population Centers of Excellence: Develop KPCoE to improve the capacity and quality of HIV/AIDS programs for KP.
- Partnerships: Expand partnerships among stakeholders at all levels who are working towards the same goals to accelerate, amplify, and render more effective the collective work.
Funding Information
- Subject to funding availability, USAID/WA intends to provide $13.5 million in total USAID funding over a five-year period.
- The ceiling for this program is $16.5 million, with the additional $3 million anticipated from other USAID Missions/offices. Actual funding amounts are subject to availability of funds.
- The period of performance anticipated herein is five years. The estimated start date will be upon the signature of the award, on or about July 1, 2017.
- USAID/West Africa plans to invest $2.7 million annually into the core activities of #EAWA, for a five-year total budget of $13.5 million. In addition, other USAID Missions and Offices may contribute funding for activities within their countries, and which will link to the overall goals and objectives of the project.
- These activities are illustratively described in the “Other Mission Activities” section of this program description. Relatively small, sometimes discrete amounts of funding may be available from USAID/Cote d’Ivoire, USAID/Cameroon, USAID/Nigeria, USAID/Senegal, USAID/Mali, and USAID/Ghana (or others) for a total combined amount over the life of project of $3,000,000. These activities, if triggered, would bring the budget to a ceiling of $16,500,000.
- The applicant should budget for up to $13.5 million, and plan cost share in relation to this amount. The remaining $3 million will include its own separate activities and budget.
Eligibility Criteria
- U.S. and non-U.S. Non-governmental organizations (NGOs), private voluntary organizations (PVOs), for-profit companies willing to forego profit, colleges and universities, and Public International Organizations (PIOs) are eligible to submit applications.
- Faith-based and community organizations that fit the criteria above are also eligible to apply.
- Applicant(s) must have established financial management, monitoring and evaluation, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) will be subject to a responsibility determination (may include a Pre-award Survey) issued by a warranted Agreements Officer(AO) in USAID.
- The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award
- USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
