With this Call for Proposals the Italian Agency for Development Cooperation (AICS) – Amman Office intends to select, pursuant to art. 19 of the Statute of AICS and in compliance with the procedures pursuant to the resolution of the Joint Committee and subsequent amendments and ii., projects of non profit subjects for the realization of the “Emergency Initiative for protection and assistance integrated of the most vulnerable people among Jordanian refugees and host communities”.
The specific objective of the initiative is therefore to promote the protection of groups more vulnerable among Jordanian refugees and host communities, within an integrated protection framework, assistance, empowerment and social inclusion.
Consistent with these purposes, and always within the “Protection” sector which remains the priority area, the proposing parties will be able to foresee actions that can be referred indirectly to various secondary sectors such as, for example example, essential needs, education, health, WASH, shelters , livelihoods, etc.
- Enhanced access for the most vulnerable categories among refugees and host communities ad an inclusive network of social protection and protection services: Among the possible activities to be carried out within this result, they are listed by way of example (not exhaustive):
- Protection, rehabilitation and inclusion of vulnerable categories;
- SGBV prevention and response activities;
- Case management
- Safe referral to specific services
- psychosocial support activities of community-based and targeted type ( focused ) non-specialist;
- Community-based healthcare activities, including clinics (including mobile), consultations, dispensaries, consultors, etc.
- Functional activities for the insertion of school-age children into the school system, such as educational activities non-formal education, support and recovery activities, as well as recreational and aggregative activities;
- Legal assistance and support services for refugees and refugees in the production of documentation civil (birth records, marriage records), rental contracts, legal mediation in the courts and in the public offices, etc.
- The capacity of Jordanian refugees and citizens made vulnerable by the effects of the Syrian crisis strengthened and the COVID-19 emergency to meet their essential needs: This component includes social support and poverty alleviation tools, intended as a social safety net for individuals and families living in a particularly vulnerable condition. Among the possible activities consistent with this expected result, they are listed by way of example (not exhaustive):
- Financial support tools for individuals and / or families in difficulty;
- Financial support tools for particularly vulnerable or specific purposes categories
- distribution of non-food items and sanitation materials ( dignity kits, hygiene kits, personal protective equipment, etc.);
- punctual income generating activities for people at risk or included in a rehabilitation program;
- activities aimed at improving the housing conditions of particularly vulnerable families;
- the preparation for the winter season ( winterization )
- Promoted and strengthened the active involvement of community members in protection mechanisms on a community basis: This component therefore intends to promote the empowerment and active involvement of members of the communities in protection, awareness, advocacy activities within their own community, for the purpose to create intra-Community protection mechanisms and spread a culture of participation inclusion. This component is also to be understood in the light of the COVID-19 emergency and the need for actively involve refugee and host communities in the action to promote the measures prevention and limitation of the risk of contagion but also of access to reliable sources of information and accurate. Possible activities include:
- Training and capacity development activities of the basic community associations;
- Outreach, mobilization and involvement of community groups such as promoters and agents change also in the face of economic incentive schemes (IBV);
- Strengthening at Community level of the participatory identification capacity of the needs of protection;
- Participatory design of protection activities;
- Prevention, information, advocacy, community awareness activities on protection and social issues;
- Creation of popular protection committees;
- Community engagement activities in information, awareness and prevention actions (risk communication) of the risks related to COVID-19;
- Organization of community activities (e.g. cultural, artistic, sporting, educational, recreational activities, etc. )
- Creation of self-help groups, peer-counseling , mutual support, etc.
- Activities aimed at preventing and reducing social tensions in host communities between refugees and Jordanians;
- Organization of community initiatives aimed at strengthening inclusion and promoting social cohesion also through the creation of competitions (contest).
Beneficiaries
- Children at risk or victims of violations (school drop out, child labor, exploitation, etc.)
- Young people;
- People at risk or victims of SGBV;
- Individuals who need specific physical or legal protection;
- People with disabilities and their family members;
- Seniors or people with chronic health situations;
- Head of household women;
- Informal Settlement Community (ITS);
- Social groups subject to discrimination and marginalization.
Geographic Focus
- As for the geographical areas of intervention, in line with the priorities defined at national level, the Project proposals must primarily involve those areas of the country that have indexes of higher vulnerabilities, in this case the governorates of Amman, Irbid, Mafraq and Zarqa and Karak, selected not only for the high number of refugees present, but also for the extreme poverty that characterizes refugees urban and the frequency of reported exploitation and abuse episodes.
- Also in light of the impact caused by COVID-19, which could have affected the vulnerability map in the country, other geographic areas may still be taken into consideration, against the presentation of a solid analysis of needs with respect to the objectives of the Initiative.
Criteria
- Registration on the list pursuant to art. 26, paragraph 3, of Law 125/2014 and subsequent amendments and ii., or, for non-profit entities without operational headquarters in Italy (local and / or international non-profit entities), partnership agreement with one of the subjects enrolled in the aforementioned list, with which the proposal. The agreement may be of various kinds (affiliation, association, partnership) but it must however be, under penalty of exclusion, of a general nature, pre-existing to this Call for Proposals (and therefore not limited to a specific action or established only for the purposes of participation to this Call for Proposals ) and must remain valid even after the conclusion of the activities relating to this Call for Proposals;
- Specific and proven experience in humanitarian aid interventions in Jordan;
- Ability to operate on site according to local regulations;
- For non-profit entities without an operating office in Italy (local and / or international non-profit entities), be constituted and in compliance with the legislation in force in the country of origin;
- Are not indebted to the MAECI DGCS and / or AICS or other donors, for certain, liquid and collectable, including the debt situations deriving from provisions for revocation of contributions for promoted and / or entrusted projects;
- Have not behaved in any way characterized by serious negligence or bad faith in the realization of DGCS / MAECI, AICS, projects of other donors or in the exercise of their activities.
