The EU Cyber Diplomacy Initiative — EU Cyber Direct is excited to announce the launch of the EU:CD Fellowship 2025/2026, the third edition of this flagship programme.
The Fellowship will cover key themes such as cyber capacity building, international cyber stability, human rights in the digital sphere, resilience of critical infrastructure, governance of emerging technologies, hybrid threats, multistakeholder cooperation, and science for cyber diplomacy.
Running from December 2025 to June 2026, the Fellowship blends online engagement with two in-person gatherings, one in Brussels and another in a second location to be announced.
Fellows will have the opportunity to pursue research, test ideas in policy settings, and collaborate directly with senior officials and international peers in a Brussels-based EU policy environment.
The programme is designed to support rigorous, policy-relevant inquiry and to foster networks that strengthen North-South and South-South cooperation. The Fellowship places particular emphasis on region-to-region cooperation in cyber diplomacy, inviting contributions that connect national perspectives to inter-regional and cross-regional dialogues and policy processes.
Fellows will discuss salient policy dilemmas, engage with stakeholders at national, regional, and international levels, inform domestic and international debates, and share their knowledge through written and spoken contributions.
Participants will engage in knowledge building through cohort-driven exchanges, peer learning sessions with senior officials and experts, and community-building activities during in-person events. Travel support, including flights and accommodation, will be provided for in-person meetings.
Each Fellow will develop at least two outputs—a written publication and a convening activity—such as workshops, webinars, or policy briefs. EU:CD provides editorial guidance, support, and platforms for dissemination.
The Fellowship welcomes candidates from all countries outside the EU and EEA, with no age or seniority restrictions. It is open to professionals from government, international organisations, civil society, academia, or the private sector.
Applicants must demonstrate relevance of cyber or digital developments in their current work, have a proven track record in cyber diplomacy or related fields, and possess strong analytical, writing, and speaking skills in English.
Applications close on 16 November 2025 at 23:59 CET. Selected Fellows will be notified directly following a review and shortlisting process conducted by the EU Cyber Direct team.
