The Bedfordshire & Luton Community Foundation (BLCF) is pleased to announce a call for proposals for the Luton Youth Fund.
Priorities
The fund is targeted to maintain programmes for tackling the following:
- The exploitation of children and young people such as gang associated behavior
- serious youth violence or sexual exploitation, which encompass a multi-agency approach.
This fund is aimed at supporting young people aged between 11 and 18 across Luton. Bids are assessed by a panel made up of adults and young people from Luton with an interest in youth work. All successful applicants will be expected to be able to assess the impact of their work very clearly.
Funding Information
The fund is divided into 4 streams as follows:
- Funding up to £1,500 to help small organisations working on specific issues.
- Funding up to £10,000 to be made to more established groups working on the issues.
- Funding up to £20,000 for grants to be made for substantial projects that are able to deliver significant predicted outcomes and demonstrate multi-agency partnership working.
- Funding up to £50,000. The fourth stream is a larger project fund offering awards up to £50,000. Only a few awards per year are likely to be made from this stream each year.
Eligibility Criteria
- The Foundation is only able to consider applications from not-for-profit constituted groups that have clear charitable aims. Applications from the following types of organisations/groups will be considered:

- Registered UK charities, including charitable incorporated organisations
- Constituted Community groups and non-registered charities
- Companies Limited by Guarantee with clear charitable aims and without share capital
- Community Interest Companies Limited by Guarantee without share capital, social enterprises and community benefit societies
- If you are applying in partnership or as part of a consortium the organisation that submits the bid will be known as the lead organisation and must be an eligible entity from the list above, this organisation will manage the funds and the outcome monitoring if successful. The lead organisation should have a signed partnership agreement with all the other organisations in the consortium. Please speak to a member of the Grants team in the first instance if you are looking to apply as a consortium/partnership Applicants must be able to demonstrate that they:
- Will be able to evaluate their work and assess the outcomes achieved either using the Outcomes Star method or through a suitable alternative. Al outcomes and evaluations will be subject to monitoring from the LBC Relationship Manager for the fund.
- Are properly constituted and effectively governed and managed with, wherever appropriate, user involvement or participation in the planning, development and management of the organisation and its activities.
- Will have a commitment and aspiration to work in partnership with statutory agencies including the Police and other voluntary organisations.
- That they have the capacity, knowledge, skills and resources to deliver its activities effectively.
- That they are properly financially managed, in good financial health and not holding an amount of unrestricted funds that are disproportionately high in relation to annual expenditure.
- That it is committed to the promotion of equality, cohesion and inclusion, both within its client group and across the community as a whole and that this is demonstrated through the way it plans and delivers its activities.
- That it has a track record of seeking funds from different sources, has made efforts to become sustainable, and has a clear exit strategy for dealing with a situation where funding stops.
