USAID is seeking Summary Applications for cooperative agreement from qualified organizations to implement USAID Learn to Read Activity to improve Lao literacy for children in selected target districts. It also seeks a program that has clear, measurable performance standards that will be used to monitor and track progress for USAID investments.
The intent of this program is to leverage and complement to the extent possible other existing U.S. government investments in Lao PDR and other donor programs, as well as the GoL reforms and programs that focus on basic education, specifically the Basic Education Quality and Access in Lao (BEQUAL) and the Global Partnership for Education (GPE) to create synergies among interventions.
USAID is seeking evidence-based, cost-effective programs that:
- Improve students’ reading readiness for grade 1 and their reading skills in early grades
- Enhance teacher competencies in teaching Lao Language literacy for non-Lao speaking students and other disadvantaged students;
- Improve teaching resources necessary to implement early grade reading packages tailored to the needs of disadvantaged children, particularly for children whose first language is not Lao, including children with mild disabilities in those targeted populations; and
- Strengthen community engagement to build supportive environment for improved Lao reading skills.
The USAID education strategy 7 is premised on the belief that education prepares children, youth, and adults to participate in society; promotes stability and economic productivity; enables citizens to participate positively in the local and global community; and helps lay a foundation for sustained economic growth for any country. This activity will contribute to the achievement of Goal 1 of the USAID education strategy, “Improved reading skills for 100 million primary school aged children.”

Eligibility Criteria
- Eligibility for this NFO is not restricted.
- Organizations eligible to apply under this NFO include, but are not necessarily limited to, U.S. and non-U.S. non-governmental organizations (NGOs), private voluntary organizations, public international organizations (PIOs), foundations, colleges and universities, civic groups, faith-based and community institutions, private businesses and associations, regional organizations, philanthropic organizations, and advocacy groups.
- USAID encourages applications from potential new partners who may not have previously received financial assistance from USAID.
- An Applicant organization may submit only one Summary Application package in response to this NFO.
