The United Nations Development Programme (UNDP) in the Kyrgyz Republic under the UNDP project “Towards a sustainable access to justice for legal empowerment in the Kyrgyz Republic” hereby invites you to submit a Proposal for provision of trainings for journalists on coverage of the PwDs’ voting rights implementation.
In responding to this RFP, UNDP requires all Proposers to conduct themselves in a professional, objective and impartial manner, and they must at all times hold UNDP’s interest’s paramount. Proposers must strictly avoid conflicts with other assignments or their own interests, and act without consideration for future work. All Proposers found to have a conflict of interest shall be disqualified. Without limitation on the generality of the above, Proposers, and any of their affiliates, shall be considered to have a conflict of interest with one or more parties in this solicitation process, if they:
- Are or have been associated in the past, with a firm or any of its affiliates which have been engaged UNDP to provide services for the preparation of the design, specifications, Terms of Reference, cost analysis/estimation, and other documents to be used for the procurement of the goods and services in this selection process;
- Were involved in the preparation and/or design of the programme/project related to the services requested under this RFP;
- Are found to be in conflict for any other reason, as may be established by, or at the discretion of, UNDP.
Scope of Work
- Develop informational brochure for journalists on coverage of voting rights of people with disabilities, create design and prepare for printing.
- Developing program, handout and information materials for conducting trainings on coverage of implementation of the voting rights of people with disabilities
- Spreading announcement about forthcoming trainings for selecting participants throughout the regions Issyk-Kul, Naryn, Talas, Osh, Jalal-Abad, Batken, Bishkek
- Organizing and conducting 7 trainings (half day training) for journalists on coverage of implementation of the voting rights of people with disabilities in all 7 oblasts of the country. (program and list of participants)
- Conducting information campaign on norms of the UN CRPD: 2 video materials with opinions of ordinary citizens about norms of the UN CRPD; 3 radio programs; 3 articles in print media; 3 online materials; generating discussions in social media networks, organizing various competitions on knowledge of the UN CRPD norms, at least 15 posts.
Deliverables
- Information brochure for journalists on coverage of voting rights of people with disabilities developed, design of the brochure created and prepared for printing (UNDP project covers printing expenses)
- Program, handout and information materials for conducting trainings on coverage of implementation of the voting rights of people with disabilities developed (1 program, 2 presentations on PwDs’ rights, 1 presentation on negative stereotypes related to PwDs’, brief about UN CRPD)
- Announcement about forthcoming trainings for selecting participants throughout the regions Issyk-Kul, Naryn, Talas, Osh, Jalal-Abad, Batken, Chui distributed
- Interim report prepared and approved by the project coordinator
- 7 half day trainings for journalists on coverage of implementation of the voting rights of people with disabilities organized and conducted in 7 oblasts of the country. (in total 70 participants)
- Information campaign on norms of the UN CRPD conducted: 3 video materials with opinions of ordinary citizens about norms of the UN CRPD; 3 radio programs; 3 articles in print media, 3 online materials, posts on social media networks generated, various competitions on knowledge of the UN CRPD norms organized, at least 15 posts.
- The final report prepared and approved by the project coordinator
Eligibility Criteria
- UNDP shall examine the Proposals to determine whether they are complete with respect to minimum documentary requirements, whether the documents have been properly signed, whether or not the Proposer is in the UN Security Council 1267/1989 Committee’s list of terrorists and terrorist financiers, and in UNDP’s list of suspended and removed vendors, and whether the Proposals are generally in order, among other indicators that may be used at this stage. UNDP may reject any Proposal at this stage.
- Prior to technical evaluation all proposals will be thoroughly screened against below eligibility criteria (minimum qualification requirements):
- Legal entity or private entrepreneur certificate from the relevant authority (enclose a copy)
- Experience in creating media products
- For Media Expert: Bachelor’s degree in social sciences or journalism
- For Expert on disability issues: Bachelor’s degree in social sciences
