Deadline: 03-Nov-2025
The UN Women has launched a new call for proposals to select an organization or consortium of organizations to implement a comprehensive capacity-building and local peace initiative program in the Security Zone of Moldova.
The initiative aims to strengthen inter-community dialogue, foster inclusive governance, and enhance the participation of women and men in building sustainable peace and local development.
Through this program, up to 100 participants from local governance institutions and civil society organizations will be trained to design, manage, and implement community-driven projects that promote cooperation and human security. The training will equip participants with practical skills in project design, proposal development, gender-responsive governance, budgeting, and localization of the Women, Peace, and Security (WPS) Agenda. By integrating a human rights-based and gender-sensitive approach, the initiative will ensure that peacebuilding and development efforts are inclusive, conflict-sensitive, and responsive to community needs.
The selected contractor will also design and implement a call for applications to support eight local peace initiatives, each receiving up to USD 15,000. These initiatives will form part of a WPS Inter-Community Model, an innovative peer-learning framework that promotes mutual exchange, local diagnostics, and cooperation between communities in the Security Zone. This approach will help strengthen social cohesion and enable participants to co-create sustainable solutions addressing shared challenges.
At the conclusion of the program, a final event will bring together local actors, authorities, civil society organizations, and the international community to showcase achievements, share lessons learned, and celebrate the impact of community-led peacebuilding initiatives.
The total budget for this assignment is up to USD 180,000. The selected organization will work under the direct supervision of UN Women’s WPS Programme Team and provide qualified specialists to ensure high-quality delivery. All logistical and administrative arrangements, including travel, venue organization, translation, and coordination, will be managed by the implementing organization.
Performance will be evaluated based on timeliness, responsiveness, initiative, communication, and quality of results. Payments will be made in up to four instalments upon verification of deliverables.
This initiative builds on UN Women’s ongoing efforts to advance the Women, Peace, and Security Agenda in Moldova, promoting local leadership, inclusive governance, and community-driven peacebuilding that reflects the voices and aspirations of all citizens.
