The International Organization for Migration (IOM) has launched a Request for Proposal for the implementation of its project titled Empowering Displaced Affected Communities – Scaling the Eco-System Approach.
This initiative seeks to build upon the success of its pilot phase, expanding innovative, sustainable energy and livelihood solutions for displaced and host communities. Proposals for this opportunity must remain valid for 90 calendar days from the submission deadline.
During its pilot phase, the project successfully demonstrated an ecosystem approach to expanding access to clean energy in displacement settings. It connected suppliers of clean energy solutions—such as improved cookstoves and solar-powered productive use of energy equipment—to vulnerable communities, reducing risks for private companies through philanthropic funding. The pilot also laid the foundation for exploring carbon credit generation through the integration of nature-based solutions. These activities reduced carbon emissions, promoted reforestation, and decreased reliance on harmful chemicals. Furthermore, solar-powered equipment like pumps and freezers not only enhanced clean energy access but also improved livelihoods, introducing a vital element of economic sustainability.
Building on these achievements, the scale-up phase will extend the ecosystem approach to additional resettlement sites and host communities. The project will promote the adoption of improved cookstoves to reduce firewood dependency, introduce solar lighting for enhanced safety and communication, and encourage sustainable agriculture and agroforestry practices that restore degraded environments. By supporting community integration and environmental restoration, the initiative aims to create long-term resilience and stability.
Financial inclusion is a key component of the next phase. Village Savings and Loan Associations (VSLAs) will be strengthened, and new financing models such as subsidy funds and carbon credits will be tested to sustain the interventions. Circular economy initiatives will also be scaled up, particularly through the development of e-waste management hubs and repair systems to improve the lifespan of solar equipment. These actions together contribute directly to Sustainable Development Goal 7 on affordable and clean energy and align with Mozambique’s Just Energy Transition Strategy. Gender inclusion remains central to the project, ensuring that women and girls actively participate and benefit from all activities.
This Call for Innovative Partnerships is open to both local and international private sector companies interested in advancing sustainable energy and environmental solutions. Non-governmental organizations and other not-for-profit entities are eligible to join only as part of a consortium led by a private sector company. While IOM will provide financial contributions to support implementation, partners or consortia are expected to finance at least 80 percent of total project costs.
Through this initiative, IOM continues to foster innovative collaboration between humanitarian and private sectors, empowering displaced communities while promoting sustainability, resilience, and inclusion in line with global environmental and development goals.
