The European Commission (EC) is now seeking grant applications to strengthen the country’s capacity to introduce Universal Health Insurance and establish the structures needed to manage it effectively.
At the center of this reform is the creation of a Universal Health Insurance Fund, which will be responsible for implementing and overseeing the new system. The objective is to make healthcare more equitable, efficient, and sustainable, ensuring that financial barriers do not prevent people from receiving necessary medical care.
This initiative supports the broader global commitment to Sustainable Development Goal 3, which focuses on promoting healthy lives and well-being for all. By working to reduce preventable diseases, improve maternal and child health, and expand access to essential health services, the reform aims to contribute to long-term improvements in life expectancy and public health outcomes. A key part of the effort involves strengthening institutional and administrative capacities within Armenia’s healthcare system, particularly within the Ministry of Health. This includes improving planning, financing, and service delivery, as well as ensuring that health coverage mechanisms are fair and transparent.
The program has a total budget of €1,500,000 and will rely on collaboration between Armenian institutions and experienced partners from European Union Member States. A Project Leader will support high-level coordination and dialogue between the partners, while a Resident Twinning Adviser based in Yerevan will manage daily implementation and guide the operational aspects of the reform process. Additional Component Leaders will oversee different thematic areas, ensuring technical expertise and strategic leadership throughout the project.
Through knowledge sharing, capacity building, and institutional strengthening, this initiative aims to create a healthcare system in Armenia that is accessible, financially sustainable, and capable of meeting the needs of every citizen. Over time, the reform is expected to play a transformative role in improving public health, reducing inequality, and strengthening trust in healthcare services.
