The Centers for Disease Control has announced the applications for Strategic Planning: Eastern Europe/Central Asia to support the mission and goals of CDC’s global health regionalization strategy and advance global health security.
The regional platforms focus on implementing activities across the entire region and build broadbased capacities in 4 key areas: surveillance and data use, laboratory, workforce development, and emergency preparedness/outbreak response. In addition, the platforms work to develop targeted, specific capacities in infection prevention and control, antimicrobial resistance, vaccine preparedness and disease prevention, border health, and special public health investigations.
This dual approach ensures that regional platforms address capacities needed to strengthen public health infrastructure for a broad range of threats, as well as those needed to target specific public health priorities such as COVID-19.
Purposes
This NOFO supports the mission and goals of CDC’s global regionalization strategy through support for complex high-level regional strategic planning processes. This NOFO will support this objective by working across countries in the region to improve capacity to prevent, detect, and respond to public health threats. Strategic planning across countries will identify gaps and opportunities to improve public health throughout the region, including in the areas of surveillance and reporting, workforce development, lab science, and emergency and outbreak response.
Priorities
This NOFO supports CDC’s 2019-2021 Global Health Strategy, which focuses on:
- Health Impact—Saving lives, improving health outcomes, and fostering healthy populations globally
- Health Security—Protecting Americans and populations across the globe by strengthening global public health prevention, detection, and response
- Public Health Science Leadership—Leading and influencing the advancement of global public health science and practice

Outcomes
- As reflected in the logic model, the strategies have a related set of activities and short- and intermediate-term outcomes for the five-year period of performance. Measurable progress on these outcomes will contribute to the specified long-term outcomes. Applicants will assess their existing resources and technical expertise, partner network, training resources, and experience working in humanitarian emergency and/or outbreak settings and determine whether they can successfully achieve the specified outcomes. Recipients are only expected to achieve those outcomes identified in the application and for which they receive funding.

- Public health stakeholders and assets in region mapped
- National and regional action plans and policies are enacted
- Strong communications system established to ensure an effective approach to global health security
- Collaborative relationships between regional public health partners established
Priority Regions
- This NOFO is specific to the Eastern Europe/Central Asia Region and includes the following countries: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
