The United Nations Development Programme (UNDP) kindly request you to submit your Proposal for CSO programming that focuses on labour and migrant worker rights and access to justice, enabling migrant workers to effectively seek and obtain remedies through formal or informal grievance mechanisms during the COVID-19 pandemic.
Under the overall supervision of the Business and Human Rights Specialist and in close cooperation with the B + HR regional team as well as the Program Analyst (Governance for Development), the selected civil society organization will be tasked to support / provide services listed further in this Terms of Reference based on the following outcomes:
- Stakeholders have an improved understanding of the current and/or existing human and labour rights issues facing the migrant population in Malaysia in context of COVID-19 response;
- Stakeholders are aware of key interventions taken by the civil society organization in protecting the human and labor rights of migrant workers;
- A specified number of beneficiaries are supported and recorded through the intervention.
Approaches
Bidders are expected to propose the best programme design and approach, aiming to ensure achievement of set goals and objectives with best value-for-money. Bidders are expected to use their expertise and justify proposed approach with data/information on trends and developments in Malaysia. The bidder may propose additional tools, channels and activities within the methodology.
The proposal must include:
- A brief needs analysis (6-8 pages maximum), identifying existing critical challenges faced by migrant workers in Malaysia;
- Presentation of key (ongoing or new) interventions that aim to alleviate the vulnerabilities of migrant workers, specifying the type of intervention, details of the beneficiary group, implementation activities and output measurement.
Duration
- The timeframe for delivering services under this Terms of Reference begins with the date of the signature and ends 4+ months (17 weeks) upon date of signature with the possibility of extension, depending on needs, satisfactory performance, and budget availability. The assignment is estimated to begin 29 November 2021.
- The assignment will need to be completed by 8 April 2022 at the latest, unless otherwise agreed upon with UNDP.
Eligibility Criteria
- Minimum 4 years of experience in human rights, social or environmental law, governance, anthropology, social science, political science, international development, international affairs, or related disciplines;
- Demonstrated programming experience in the field of human rights, social or environmental law, governance, anthropology, social science, political science, international development, or related disciplines;
- Proven track record of meaningful engagement with migrant workers as beneficiaries;
- UN experience with sound understanding of the UN systems and of UNDP mandates and role in crises context is an asset.
