The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Inclusive Economic Engagement program in Kosovo.
Goals
- The overall goal of this activity is to empower women and minorities through increasing economic opportunities throughout Kosovo.
- This activity will help revive micro-enterprises and small businesses owned by women and minorities operating in the COVID-19 pandemic environment through the following: enhancing and creating efficiencies in their businesses, enabling partnerships with local organizations and the private sector, and providing funding through grants.
Theory of Change
- USAID/Kosovo estimates that if women and minority businesses are provided with assistance in the form of targeted support (such as technical assistance in specific areas, partnerships with associations, dialogue between businesses and local government officials, and grants) based on the demands and needs of these businesses, then these micro-enterprises and small businesses owned by women or minorities will become more resilient, integrated, and better able to support Kosovo’s economic recovery.
Purpose
- USAID’s Inclusive Economic Engagement activity’s purpose is to empower women and minorities through increased economic opportunities throughout Kosovo
- The Inclusive Economic Engagement activity builds upon previous successful work conducted by USAID- funded private sector development activities.
- This activity aims to provide quick and urgent assistance to women and minorities who have historically been excluded from economic prosperity in Kosovo and are now disproportionately affected by the negative economic impact of COVID-19 and to help them become more resilient and to withstand future shocks or stresses.
Program Objectives
- Women-owned and minority-owned businesses become more resilient through tailored technical assistance and grants.
- Women-owned and minority-owned businesses integrate into Kosovo and regional markets through market linkages.
- Sustainable business partnerships among women-owned businesses and minority-owned businesses and associations and other networks established.

Eligibility Criteria
- Eligibility for this NOFO is not restricted.
- All U.S. and non-U.S. public, private, for-profit, and nonprofit organizations, as well as institutions of higher education, parochial, and other non-governmental organizations, are eligible to apply.
- Further, the organization must be a legally recognized organizational entity under applicable law. Foreign government-owned parastatal organizations from countries that are ineligible for assistance under the Foreign Assistance Act (FAA) or related appropriations acts are ineligible. Applications from individuals will not be accepted nor reviewed.
