The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open solicitation for organizations interested in submitting applications for regional projects that address transnational repression in the Mekong region, including Burma, Cambodia, Laos, Thailand, and Vietnam.
DRL seeks proposals to pilot a regional program to protect the human rights of persons in diaspora and exile communities in the Mekong from transnational repression. Proposals can include select Mekong countries during the pilot period but should include clear plans on how the proposal would ultimately cover the entire Mekong region in post-pilot periods. Proposals should be designed to achieve the following objectives, pending the availability of additional funds to expand the program based on progress during the pilot period:
- Governments outside the Mekong region and multilateral institutions are alerted to cases of transnational repression and conduct public or private diplomacy to address the cases.
- Governments outside the Mekong region and multilateral institutions increasingly incorporate concerns of transnational repression into broader policy considerations and decisions on assistance.
- Host countries of diaspora and exile communities within the Mekong region take concrete steps and actions to protect those at risk of transnational repression and to prevent countries of origin from conducting extraterritorial violence and harassment within the host country’s territory.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards.
