The UNDP project, “Partnerships for Strengthening School Preparedness for Tsunami in the Asia Pacific Region” funded by the Government of Japan, aims to mitigate the impact of tsunamis by enhancing school preparedness.
The project is being implemented by the UNDP in association with the Greater Visakhapatnam Municipal Corporation (GVMC), Government of Andhra Pradesh and district administration Srikakulam and will work towards enhancing the school preparedness of the districts.
Objectives
The main objective of the proposed activity is to strengthen School Preparedness for Tsunami for the state of Andhra Pradesh with a focus on the districts of Vizag and Srikakulum in 12 selected schools with due background work. The selected agency will work under the overall supervision of the Programme Officer (Resilience), UNDP-India.
Aims
- Develop a analysis of the impact of Covid-19 in the education sector for Vizag and Srikakulam
- Organise Training of Trainers (ToT) to train the participants on various aspect of school safety
- Integrate pandemic preparedness in 12 school DM plans
- Organise and conduct tsunami mock drills in the selected schools as per the guidelines of the UNDP and NDMA on the same
- Integrate pandemic preparedness in at least one community preparedness plan or develop an equivalent plan
- Develop a learning document for tsunami/ multi-hazard preparedness to be disseminated either digitally or via locally appropriate communications tools.
- Organise joint events with DRR champion(s) on innovative ways to promote DRR education for children and communities
Components
- Component 1: Analysis of the impact of COVID 19 on the overall education sector
- Component 2: Organise Training of Trainers (ToT) to train the participants on various aspect of school safety
- Component 3: School and community preparedness plans reviewed and updated to include multi-hazard preparedness (i.e. tsunami, pandemic and other hazards) and mock drills conducted
Duration: 4 months
Deliverables
The following deliverables should be submitted while conducting the study:
- Inception report within one week after the award of the contract.
- Submission of the draft report on the impact analysis of COVID-19 pandemic on education sector after two (4) weeks from the date of award of the contract.
- Submission of the SDMP module/template and the TOT module for conducting the trainings within five (5) weeks after award of the contract
- Submission of the school disaster management plans of the selected schools to all stakeholders within ten (10) weeks after award of the contract.
- Submission of at least one community preparedness plan or develop an equivalent plan at the ward level along with the learning document on tsunami preparedness within (11 weeks) after award of the contract.
- Submission of final project report along with the final COVID impact analysis on education sector, 12 SDMP integrated with pandemic management, SDMP and TOT module within twelve (12) weeks after award of the contract.
Location: Visakhapatnam and Srikakulam districts, Andhra Pradesh
Eligibility Criteria
- The agency must have minimum five years of consulting experience on environment/ social sciences.
- The agency must have completed minimum two projects on preparation of hazard and risk mitigation plans.
- Team Leader must have master’s degree from a recognized institution in disaster management/Geology/Climate Change/ Environmental Science or other relevant field with minimum 10 years of relevant experience.

- If bidders do not meet any of the above listed criteria, their proposals will not be considered for further evaluation.
- Bidders meeting above listed criteria are required to submit evidences (details / documents) in support – otherwise proposal may be disqualified.

- To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
