The United States Agency for International Development (USAID) is seeking applications for multiple awards (cooperative agreement or fixed amount awards) from qualified entities to implement the HIV Care and Treatment program.
Activity Goal: Strengthen the ability of El Salvador, Guatemala, Honduras, and Panama to reach better HIV service delivery systems, and contribute to achieving the 95-95-95 goals and 3 eventually the epidemic control.
Objectives
- Objective 1: Strengthen host country capacity to provide sustainable high-quality of HIV diagnosis, care, and treatment services free of stigma and discrimination. This includes addressing service delivery related barriers to antiretroviral treatment (ART) initiation for people recently diagnosed with HIV.
- Objective 2: Optimize Performance and Quality (OPQ) methodology in HIV care and treatment services in four countries in the region.
- Objective 3: Improve the generation, analysis, and use of strategic information related to the continuum of care at national and site level.
Funding Information
USAID intends to award up to eight (8) Cooperative Agreements or Fixed Amount Awards (FAA) pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $67,594,068 in total USAID funding over a five year period.
Eligibility Criteria
Eligibility for this NOFO is restricted. Eligibility is restricted to local organizations that meet the criteria below (based on the PEPFAR definition of local organizations):
- must be incorporated or legally organized under the laws of, and have its principal place of business in, the country served by the PEPFAR program with which the entity is or may become involved (in this case, that includes organizations from Guatemala, El Salvador, Honduras, and Panama);
- must be at 75% beneficially owned by individuals who are citizens or lawfully admitted permanent residents of that same country;
- at least 75% of the entity’s staff (senior, mid-level, support) must be citizens or lawfully admitted permanent residents of that same country; and
- where an entity has a Board of Directors, at least 51% of the members of the Board must also be citizens or lawfully admitted permanent residents of such country
