The World Food Programme (WFP) seeks a qualified service provider to support monitoring and evaluation activities to enhance data collection, reporting, and accountability across its operations in Burundi.
The focus is on cross-sectoral areas with a specialization in monitoring and evaluation. The selected service provider must comply with the following reporting requirements and provide the WFP Country Office with the following deliverables related to the various monitoring activities: Monitoring and Data Collection Plan (initially, then regularly updated). At the start of the contract, a monitoring plan will be developed by the monitoring service provider in close collaboration with WFP. This plan will specify the accessible activity areas, the composition of the monitoring teams and their respective capacities (number of monitors, their qualifications, ability to conduct interviews, and training needs), travel and logistics arrangements, a detailed work schedule, and data transmission protocols. Before distribution, compiled feedback collected via registration and targeting tracking tools (in a pre-agreed standard format at an agreed frequency).
The World Food Programme’s initiative spans multiple provinces across Burundi, including Ngozi, Kirundo, Kayanza, Muyinga, Ruyigi, Makamba, Rumonge, Rutana, and Cankuzo. The selected service provider will play a central role in ensuring reliable, consistent, and high-quality data collection to support evidence-based decision-making within WFP’s operations.
The monitoring plan, to be designed collaboratively with WFP, will outline field access strategies, team structures, and data management protocols, ensuring that the monitoring process remains transparent, efficient, and aligned with WFP standards. Throughout the project, the service provider will be responsible for compiling and transmitting feedback and reports before, during, and after distribution cycles. This process aims to capture real-time insights, improve coordination, and strengthen the overall accountability of WFP’s food assistance and development programs.
