EU Call for Proposals: Strengthen Inclusion by Promoting the Rights of Vulnerable Groups and Individuals and Promoting the role of Women and Youth as Agents of Development and Change

The European Commission is currently seeking proposals to strengthen inclusion of vulnerable groups and persons, especially women and youth with a particular focus on structurally disadvantaged regions.

The specific objectives of this call for proposals are declined in two lots. Lot 1 is financed under thematic line CSO and Lot 2 financed under EIDHR:

• Lot 1 : “Promotion of the role of women and youth (especially young women) as agents of development and change
  • OS 1. 1. To promote economic and social rights of women and youth (particularly young women) and their empowerment, including through access to education, to resources, productive employment, fair working conditions and financial services.
  • OS 1.2. To strengthen the active participation in social, economic, political, civil and cultural life of women and youth (particularly young women) and their specific organisations.
  • OS 1.3. To strengthen the capacity of CSOs to promote and practice gender sensitive planning and budgeting at all levels of administration.
• Lot 2 : Protection and promotion of the rights of vulnerable groups and persons”
  • OS 2.1: To fight against all forms of gender based discrimination and violence.
  • OS 2.2: To promote and protect the rights of vulnerable or marginalised groups (people living with a handicap, indigenous people, human rights defenders, journalists, migrants, displaced persons, LGBTI persons etc.)

Funding Information

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

• Lot 1:
  • minimum amount: EUR 400 000
  • maximum amount: EUR 800 000
• Lot 2:
  • minimum amount: EUR 300 000
  • maximum amount: EUR 500 000

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • For Lot 1: be established in the Republic of Cameroon, in a Member State of the European Union or in a country eligible for this lot listed under DCI in annex A2a Eligibility programmes 2014-2020
    • For Lot 2: be established in the Republic of Cameroun, in a Member State of the European Union or any other country listed under EIDHR in annex A2a Eligibility programmes 2014-2020
    • For both lots, as for British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible to participate) or be required to leave the project on the basis of Article 12.2 of the General Conditions to the grant agreement.
    • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
  • The lead applicant must act with co-applicant(s) as specified hereafter.
• Co-applicant(s)
  • The lead applicant must act with at least one (1) co-applicant. If the applicant is of non-Cameroonian nationality, at least one of his co-applicants must be of Cameroonian nationality.
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
