European Commission: Ensuring Effective Delivery of Aid to Victims of Sexual and Gender-based Violence in Humanitarian Settings

European Commission is seeeking applications for its program entitled “Ensuring effective delivery of aid to victims of sexual and gender-based violence in humanitarian settings.”

The overall goal of the pilot project is to produce recommendations and contribute to increasing the capacity of humanitarian actors to adequately respond to sexual violence in humanitarian settings, and improve the effectiveness and efficiency of EU aid.

The overall aim shall be to develop recommendations to improve actions, including examples of good interventions or tools.

Objectives

  • Assessing how sexual violence in humanitarian settings affect women, girls, boys and men;
  • Assessing what medical and psychosocial assistance victims/survivors have access to in several humanitarian settings (conflict and natural disaster);
  • Assessing the extent to which this assistance complies with relevant international standards and relevant international law;
  • Assessing which best practices exist and should be reproduced.

Funding information

The total budget earmarked for the co-financing of projects is estimated at EUR 500.000 The maximum possible rate of co-financing of the eligible total costs is 95%.

Eligibility Criteria

  • To be eligible, grant applicants must comply with all of the following criteria:
    • The applicants must be legal persons whether governed by private or public law , or international organisations as defined by Article 43 of the Commission Delegated Regulation (EU) No 1268/2012 of 29 October 2012 on the rules of application of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council on the financial rules applicable to the general budget of the Union (‘Rules of Application’).
    • Organisations other than non-profit making ones must submit their applications in partnership with public entities or private non-profit organisations. Applicants must not fall under any of the exclusion grounds listed in Articles 106 and 107 of the Financial Regulation applicable to the general budget of the Union.
    • Examples of applicant(s):
      • non-profit organisation (private or public);
      • public authorities (national, regional, local);
      • international organisations;
      • universities;
      • educational institutions;
      • research centres;
    • profit making entities;
  • Legal entities having a legal or capital link with applicants, which is neither limited to the action nor established for the sole purpose of its implementation, may take part in the action as affiliated entities, and may declare eligible costs.
  • For that purpose, applicants shall identify such affiliated entities in the application form.
  • EU bodies can NOT be part of the consortium.
  • Special rules may apply for entities covered by Council sanctions.
  • Except for International Organisations, the applicant(s) must be established in one of the 28 EU Member States.
  • The entity that has submitted the proposal to the Commission will become the coordinator of the grant agreement if the proposal is accepted for EU-funding.
