The European Union (EU) is currently accepting proposals from eligible organisations for “Justice Initiatives Facilitation Fund of the EU Justice and Legal Empowerment Programme in Vietnam” with an aim to increase access to justice for vulnerable groups, in particular women, children, ethnic minorities and poor people.

- Increased public awareness and understanding of rights and how to invoke those rights.
- Increased access to legal advice, assistance and representation in both civil and criminal matters.
- Improved enabling legislative and regulatory framework for legal empowerment and access to justice.
- Enhanced integrity and transparency in the justice sector.
Size of Grants
Any grant requested under this Call for Proposals must fall between EUR 5,500,000 and EUR 6,500,000.
Eligibility Criteria
- In order to be eligible for this unique grant, the lead applicant must:
- be a legal person registered in accordance with the laws of the jurisdiction in which it is based, and
- be non-profit-making, and
- be a specific type of organisation, either (i) a non-governmental organisation, or (ii) a public sector operator , or (iii) a EU Member State (Development) Agency, and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- have the financial and operational capacity to manage funds of the size of JIFF demonstrated by an average annual turnover exceeding EUR 1 million, and
- respect the nationality restrictions that apply in accordance with the provisions of Article 9 of Regulation (EU) N°236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union’s instruments for financing external action .
- Having experience from operating in Viet Nam and working with civil society in the country would be an advantage.
- Good understanding and experience in working on issues related to the legal system, legal and judicial reform, access to justice and/or legal empowerment in Viet Nam would be an advantage.
- Local authorities and international (inter-governmental) organisations as defined by Article 43 of the Rules of application of the EU Financial Regulation are not eligible applicants under this call.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator in Annex E3h1 (Special Conditions). The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.
