The City of Goražde in partnership with the United Nations Development Programme announces a Public call for civil society organizations to submit project proposals for youth components as part of the project regional program of local democracy in the western balkans 2 (reload2).
The overall goal of the project is to strengthen participatory democracy and EU integration in the Western Balkans, by empowering civil society and encouraging young people to actively participate in the decision-making process, as well as improving the stimulating legal and financial environment for civil society.
The specific goal of the project is to strengthen partnerships between local authorities and civil society in the Western Balkans, by expanding the successful model of transparent project financing of CSOs (LOD methodology) from the budget of local self-government units, aimed at greater civic participation and youth participation in decision-making processes and improvement of service provision in local communities.
The members of the Partner Board of the ReLOaD2 project in Bosnia and Herzegovina are: the Delegation of the European Union to BiH, the Ministry of Justice of BiH, the Federal Ministry of Justice, the Ministry of Administration and Local Self-Government of the Republic of Srpska, both entity associations of municipalities/municipalities and cities, a representative of civil society organizations elected from the Advisory Group, and a representative of TACSO3 project in Bosnia and Herzegovina.
Objective and Priorities
- The general goal of this call is to further strengthen partnership relations between civil society organizations and the City of Goražde by raising awareness of the usefulness of mutual cooperation in order to jointly contribute to improving the position of young people in the area of the City of Goražde.
- This is an opportunity to invite all civil society organizations that have experience in the implementation of youth projects, which operate in the area of the City of Goražda, to submit project proposals that are related to the development goals specified in the document Strategy for the Development of the City of Goražda 2017-2026 .Thematic areas and priorities listed in the development goals were additionally confirmed through consultations with young people within the framework of meetings held as part of the Youth Dialogue in the area of the City of Goražda through the activities carried out by the ReLOaD project.
- Dialogue for young people of the City of Goražda is a platform that was used for communication and consultation with young people in the period June 2022 – February 2023. In total, two thematic meetings were organized in which 26 young people (11M, 15F), activists, volunteers, representatives of youth organizations and civil society organizations from the area of the City of Goražda participated.
- Contents within the projects of civil society organizations that will be funded by invitation can be used by the ReLOaD team to organize meetings of the Dialogue Platform for Youth in the City of Goražde.
- As part of the consultation process, four thematic areas were prioritized:
- Development of Skills in Young People
- Support for projects of training organizations to strengthen youth capacity (foreign language courses)
- Promotion of Volunteerism and Activism among Young People
- Support for volunteer projects for the reconstruction of sports fields and playgrounds for young people in different parts of the City of Goražda
- Support for youth activism and volunteer actions in the field of environmental protection
- Culture, Art and Social Activities
- Encouraging artistic, cultural and musical creativity of young people (theatre, rock school, etc.)
- Support for the organization of entertainment and social content for young people
- Youth Mobility
- Support for projects that encourage and enable the mobility of young people in the area of the City of Goražda, with the mandatory inclusion of young people from peripheral areas
- Development of Skills in Young People
Funding Information
- The value of project proposals to be awarded under this call must be between the following minimum and maximum amounts:
- minimum amount: 10,000.00KM
- maximum amount: 20,000.00KM
- Duration: The duration of the projects can be from four to eight months, in the period from June 2023 to January 2024.
Eligibility Criteria
- Participation in this public call is open, on an equal basis, to all formally registered civil society organizations (CSOs) (associations/associations or foundations) in accordance with the applicable legal regulations in Bosnia and Herzegovina that have experience in implementing youth projects and are active in the area of the City of Goražde.
- This public call is not open to branches of foreign and international associations, foundations and other non-profit organizations registered and operating in Bosnia and Herzegovina.
- Applicants will be excluded from participation in the call or from the awarding of grants if, at the time of the call for submission of project proposals, they are:
- subjects of conflict of interest;
- guilty of providing false information to the authorized party for contracts, which is required as a prerequisite for participating in the call for project proposals or if they have not provided the necessary information;
- tried to obtain confidential information, influenced the evaluation committee or the authorized party for contracts during the evaluation process of the call for submission of project proposals.
- Partnerships and Partner Eligibility
- Applicants can apply independently or in partnership with other civil society organizations/NGOs.
- Project partners can be: only other civil society organizations/non-governmental organizations. The applicant’s partners participate in the creation and implementation of the project, the same rules apply for partner organizations as for the costs of the project holder (applicant). Partner organizations must meet the same eligibility requirements as the applicant. If applying in partnership, the “Applicant” will be the lead organization, and if selected, as the contracting party (“Beneficiary”), will bear full legal and financial responsibilities for the execution of the project. The partnership statement must be filled in correctly and form an integral part of the application.
- The partnership declaration must be correctly completed and sent together with the application.
- The partnership statement should contain all the details of all CSOs involved and the partnership agreement that determines the nature of the collaboration. It is recommended to use the partnership declaration.
- Additional notes for interested applicants:
- Thematic areas refer to a special user category consisting of young people aged 15 to 30.
- The place of realization of the projects is exclusively in the area of the City of Goražda and for young people from the area of the City of Goražda.
- The proposed activities within the project proposal should have continuity, that is, they should be organized at least once a month. Additional points will be awarded to project proposals that offer a greater number of contents for young people, that are organized more than once or that offer contents from several thematic areas.
- The ways and methods of animating and massively involving young people in project activities should be explained in detail and the number of project beneficiaries (target group) stated as precisely as possible.
- Project proposals within this public call should ensure the inclusion of young people in all proposed project activities and ensure the volunteer engagement of young people in the local community.
