UNDP Lesotho seeks proposals from interested Civil Society Organisations (CSO, i.e. not-for-profit entities such as NGOs, community-based organizations, youth associations, and academic institutions) to conduct or facilitate a range of substantive development activities under the Lesotho / UN National Security Sector Reform for Peacebuilding Project, between October 2022 and March 2023.
Aims
- The aims of this proposal are to:
- Increase mutual understanding and trust between the community and selected security institutions and to strengthen a collaborative relationships between them.
- Support the strengthening of gender equality and the empowerment of Basotho women.
- Build the capacity of high risk communities and their Community Policing Committees to resolve conflicts locally.
- Strengthen the capacity of communities to understand and monitor human rights in the context of the security sector.
Objectives
- The objectives of this proposal are, in close consultation with the responsible institutions:
- Organise community consultations and outreach activities.
- Conduct community training and outreach activities to build conflict management and peacebuilding skills.
- Conduct community workshops on human rights in the context of the security sector and how to monitor them.
Funding Information
- UNDP will provide a grant or grants of up to a total of USD 100,000.00
- Duration : This assignment will begin in October 2022 and end on 14 March 2023.
Target Groups and Beneficiaries
- The target groups include selected members of the community in particular women, youth, elders traditional leaders, local peace committees and teachers in areas of high conflict, and their Community Policing Committees.
- Beneficiaries include the people of Lesotho, in particular those in high risk communities.
Expected Outcomes
- The outcomes of this proposal will contribute to reducing homicides, violations of human rights, rape, gender-based violence and sporadic violent community conflicts and support gender equality and the empowerment of women; and will increase sectoral transparency and collaborative relationships between state security providers and the people.
Competencies
- The CSO(s) / service provider(s) must demonstrate the following expertise, qualifications and competencies:
- A lead service provider with a minimum of a Master’s degree in governance, community development, community conflict resolution peacebuilding or related studies related.
- At least seven years’ experience in community consultations, development, conflict resolution and peacebuilding.
- At least five years’ field work experience in Lesotho at the local level.
- Knowledge and capacity to provide high quality reports.
- Strong analytical skills.
- Fluency in English and Sesotho are required.
- Previous experience in collaborating with UN entities is highly desirable.
- UNDP Harmonised Approached to Cash Transfers (HACT) compliance is highly desirable.
- UNDP’s preferred solution is a single grant to a CSO that has the expertise and capacity to deliver all tasks described.
