The U.S. Embassy in Belgrade is inviting proposals to implement the English Access Scholarship Program in Serbia, designed to expand English language education and leadership skills among underserved youth aged 13–15. With total funding of up to USD 160,000, selected organizations will deliver a multi-year program combining interactive English instruction, civic engagement, and career development.
The Public Diplomacy Section of the U.S. Embassy in Belgrade is seeking eligible organizations to implement the English Access Scholarship Program.
The program aims to expand English language education and strengthen global citizenship skills among underserved high school students in Serbia.

Target Group and Educational Approach

The U.S. Embassy may divide the funding among multiple organizations. Selected providers will be required to submit regular reports, maintain financial accountability, and monitor student progress and alumni outcomes.
Program Design Requirements
Programs must incorporate enrichment and off-site immersion activities that extend learning beyond the classroom.
These activities should:

Access classrooms should also serve as educational models within their communities by sharing innovative teaching practices with English teachers, school administrators, parents, and future educators.
Eligibility Criteria
Eligible applicants include Serbian and U.S.-based nonprofit organizations.
Organizations must:

Have at least three years of experience administering educational programs or teaching English in Serbia

Preferably demonstrate experience working with the target age group

Be capable of managing multiple implementation sites

Provide safe and well-equipped learning environments

Recruit qualified instructors and students

Develop curriculum in consultation with the U.S. Embassy and the Regional English Language Office
