The UK Cyber Effects Network is now accepting applications for the inaugural cohort of its Cyber Effects Fellowship Programme to build and strengthen a community of interest focused on cyber effects issues.
The network’s aims are to generate new thinking on the theory and practice of offensive cyber operations and to help develop the next generation of UK experts. Fellows will deepen their knowledge on offensive cyber operations and cyber conflict by engaging with a range of perspectives, investigate contemporary issues and debates on cyber operations in competition, crisis and conflict, and will build practical skills in debate and analysis.
The program is designed for early-career professionals keen to enhance their networks with like-minded researchers and practitioners, improve their writing and policy skills, and engage with practitioners from the UK cyber effects community. Fellows will also have the opportunity to connect with senior officials and top international experts, take part in scenario-based discussions and exercises, and receive professional development support. The fellowship will include at least two in-person workshops, six online professional development seminars, opportunities to showcase research and expertise, the development of policy briefs, and mentorship from the RUSI cyber and tech team.
The fellowship is open to UK citizens or citizens from NATO member states who are currently working or studying in the UK. Applicants must be highly proficient in English and have 3-7 years of professional experience, which can include time spent on a postgraduate degree. Fellows must be based in the UK and be willing to travel to London for in-person meetings. The UK Cyber Effects Network will cover reasonable travel costs for the program’s in-person engagements.
The network encourages applications from a diverse range of individuals with different backgrounds, ages, ethnicities, gender identities, sexual orientations, ways of thinking, and those with disabilities or neurodivergent conditions. A diverse range of perspectives is required to grapple with the complex issues surrounding cyber effects operations, and an inclusive and respectful environment is valued. Fellows will be expected to embrace an open mindset and voice disagreements respectfully. The deadline for applications is 23:59 BST on September 30, 2025.
