The Chemonics Group UK Limited, through the Partnership for a Strong Ukraine Program, Phase 2 (PFSU-2), has launched a Request for Proposals (RFP) titled “Building Security through Active Participation of Communities in Frontline, Liberated, and Border Regions of Ukraine.”
This initiative seeks to strengthen community safety and resilience in high-risk areas by empowering local organizations to engage residents in shaping and implementing local security solutions.
The program will operate in eleven target communities across Chernihiv, Sumy, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kherson, Mykolaiv, and Odesa regions. It aims to foster inclusive, community-centered approaches that promote trust, collaboration, and social cohesion, while supporting Ukraine’s broader recovery and reintegration efforts in the aftermath of conflict. Successful projects are expected to organize community safety dialogues, develop Community Safety Action Plans, and carry out capacity-building, training, and educational activities tailored to local needs.
Applicants may apply for one of three funding lots—Lot A for six northern and eastern communities, Lot B for five southern communities, or Lot C for all eleven combined. Grant amounts range from 5.56 million to 16.14 million UAH, depending on the scope. The project implementation period is expected to last 12 months.
Eligible applicants include Ukrainian non-profit organizations with a stable presence in the target regions and demonstrated experience in public safety, community policing, dialogue, conflict prevention, transitional justice, or related fields. Preference will be given to women-led organizations and those with proven experience in promoting Women, Peace and Security (WPS) and Youth, Peace and Security (YPS) agendas.
Applicants must be legally registered non-profit entities, have qualified staff with project management and financial reporting experience, and possess robust governance, financial, and internal control systems. They must also comply with Chemonics’ Code of Ethics and Business Conduct, ensuring integrity, transparency, and the absence of fraud, bribery, or conflicts of interest.
