The Fund for Local Cooperation (FLC) is a funding instrument of the Finnish Embassy designed to support small-scale development cooperation projects implemented by local civil society actors in eligible partner countries.
The priority areas for regional projects in 2025–2026 include climate action focusing on environment protection and resilience building, digitalization development, education and media literacy, and the economic and social empowerment of women, girls, people with disabilities, indigenous peoples and gender and sexual minorities, and other people in particularly vulnerable positions.
The budget of the project is between €35,000 and €40,000, and the preferable duration of the project is between one and one and a half years.
The fund emphasises clear project goals and sustainable outcomes, supporting the overall aims of Finland’s development policy programme. It prioritises the rights and status of women and girls and promotes democratic and sustainable development of societies. The FLC enables local non-governmental organisations, community-based groups, educational or cultural institutions, and other civil society actors to implement projects that generate long-term impact rather than one-off activities.
Funding through the FLC seeks to strengthen cooperation with local partners directly, focusing on initiatives that align with local needs and Finnish policy objectives, particularly a human rights-based approach to development. Eligible applicants must be locally registered, demonstrate a credible domestic foundation, and possess strong financial and administrative capacity.
Applicants are expected to present project proposals that include expected results, a logical framework or result chain, a detailed budget, a risk analysis, and evidence of organisational experience and capacity. The FLC does not fund core operating costs, unregistered associations, purely charitable projects without a development focus, or single events that do not create lasting benefits.
This programme provides an opportunity for civil society actors to access project-based funding that addresses social, democratic, rights-based, and sustainable development challenges in alignment with Finland’s foreign and development policy priorities.
