The World Wide Fund for Nature Kenya (WWF-Kenya) is seeking applications for its Baseline Assessment for the Triple Benefit Program (TBP) – Land to Sea to achieve improved human well-being, thriving biodiversity, and enhanced climate mitigation & resilience for people and nature in the countries of intervention.
The objective of the baseline study is to provide baseline information for the log frame developed for the project and the related M&E Plan.
The Triple Benefit Project – Land to Sea (TBP-L2S) is a 4-year project that propels WWF Kenya to achieve its goals. The overall vision for the project is a healthy natural environment that supports human well-being, enhanced climate resilience and thriving biodiversity across the Coastal Kenya Landscape (CKL).
The Triple Benefit Project – Land to Sea (TBP-L2S) is important to key stakeholders of the Southern Swamp in Lamu seascape and Mida Creek in Watamu because it will seek to address key societal challenges which include biodiversity and ecosystem degradation, climate change and socio-economic development. The project will not only enhance their capacity in marine ecosystem conservation and restoration but also work towards improving their socioeconomic status with interventions aimed towards livelihood improvement and diversification. The project will initially focus on the mangrove ecosystems (Land) but will during the project period expand the interventions to include the coral reef and seagrass ecosystems (Sea).
Baseline Purpose and Objectives
- A baseline assessment will be undertaken to help establish the Programme baselines through the establishment of the status of programme indicators. The baseline information will be useful in helping to understand the starting point of key indicators of the programme against which later progress will be measured.
- This will enable project indicators at output and goal/outcome levels to be measured and tracked. The baseline study will therefore provide baseline information for the project log frame and the related M&E Plan. The baseline study will also go further to also provide a review of the indicators currently in the M&E Plan together with the definitions and related tools for measuring the indicators. The baseline report is to be used for monitoring progress of TBP and evaluating the project implementation.
- The Baseline survey shall apply both quantitative and qualitative data collection and analytical methods for this task. The scope of the baseline study will be the two landscapes (Lamu- Ijara and Kwale- Kilifi landscapes) where the project will be implemented.
Timeline
The timeline for this work is 20 working days.
Outcomes
To achieve the projects vision, the below three outcomes are described;
- Outcome 1: Communities protect, restore and sustainably manage coastal ecosystems in CKL and derive sustainable livelihoods from them
- Outcome 2: Duty bearers are taking actions to support policy implementation on inclusive and sustainable ecosystem management in CKL
- Outcome 3: Private public sector stakeholders have increased financing for NbS and conservation CKL
Deliverables
- Inception report upon signing contract with clear methodology and workplan
- Baseline collection tools
- A Draft Baseline Study Report for comments and Presentation of findings to the project team
- A Final Baseline Study report for the TBP (report not to exceed 30 pages with the following sections: Executive Summary (max 3pages), Background, Methodology, Limitations, Baseline Results, Other Findings, Recommendations and annexes)
Target Location: Southern Swamp area of Lamu seascape; Lamu County and Mida Creek area of Watamu in Kilifi County
Qualifications and experience of Consultant
- MSc in natural resource management, climate change or related subjects
- Understanding of coastal ecosystems management and conservation.
- Proven experience in handling multi-stakeholder projects.
- Proven experience in conducting baseline study/assessment
- Proven advanced and expert level in the field of Monitoring, Evaluation and Learning
- Proven experience in conducting stakeholder/community engagement in a participatory manner
