The Calouste Gulbenkian Foundation is seeking applications for its Home Care 2.0 to support for innovative projects in the provision of home care for the elderly.
The Gulbenkian Foundation aims to support new models of care for the elderly and facilitate access to more qualified, multidisciplinary and flexible Home Support Services (SAD), adjusted to the specific needs of people, taking into account their life contexts and ensuring the preservation of their capacities and their participation in community life.
Applications are expected from consortia of local entities, from various sectors and services, which join together in a collaborative partnership in order to contribute to changing the paradigm in the provision of care and present innovative proposals, which reconfigure the typical response in force and enhance the SAD.
Objectives
- The objectives of Gulbenkian Home Care 2.0 are:
- Improve the functional capacities and health status of elderly people;
- Improve the well-being levels of older people and their caregivers;
- Reduce the need for access to emergency health services and hospitalization, as a result of greater control of chronic diseases and optimization of capacities;
- Strengthen the response capacity of organizations;
- Improve coordination and mutual assistance between services and sectors that share resources and responsibilities in providing care;
- Demonstrate the potential of SAD, through more specialized and flexible services, adjusted to the needs of elderly people and their contexts;
- Contribute to more informed decisions and better public policies.
Benefits
- The Calouste Gulbenkian Foundation will provide selected candidates with:
- Technical-scientific monitoring, training and specialized consultancy
- External evaluation of the project by researchers, experts in the field of aging, throughout the execution of the entire initiative.
Funding Information
- Financing up to 80% of the total cost of projects, up to a maximum of €150,000 over two years
Eligible Expenses
- The following expenses are considered eligible:
- The costs of Human Resources, travel, equipment and materials considered
- essential for the execution of project activities;
- Expenses incurred during the project execution period and up to 1 month after that period, and related to specific project activities, namely, human resources, training and acquisition of services, equipment and materials.
Ineligible Expenses
- Expenses related to civil construction, loans and amortizations, vehicle acquisition, or any other expenses not related to project activities are not eligible. Expenses that, although potentially eligible, were incurred before the start date of the project are also not eligible.
Eligibility Criteria
- Public or private, non-profit, legally recognized legal entities that have SAD as one of their services, in consortium with other entities that may not have it, may apply for the Gulbenkian Home Care 2.0 initiative.
- Candidate entities must meet the following requirements:
- Be based in national territory;
- Be legally constituted and duly registered, in accordance with the law;
- Have their situation regularized with social security and the tax authority;
- Have organized accounting or commit to having organized accounting at the start date of the project, with the accounting being prepared under the responsibility of a Certified Accountant;
- Preferably, have the Accompanied Adult Regime implemented in the institution or, at least, have begun its adoption.
