The French Embassy in Myanmar is hiring a consultant for the evaluation of its program to support civil society (PISCCA 2019-2020).
The purpose of this evaluation is to examine the implementation of the French Embassy 2019-2020 program in support to the civil society in Myanmar, to identify areas for improvement, good practice’s and lessons learned and to formulate recommendations for future programming. This evaluation will focus on the PISCCA program as a whole and on all the micro-projects funded within this framework. The evaluator will also organize a 2 day capacity building training in Yangon, to the funded organizations, based on their needs.
The overall objective of this program is to contribute to the strengthening of Myanmar civil society by supporting projects in the three following broad areas:
- Promoting inclusive, community-based and sustainable development. This encompasses the fight against inequalities, exclusion and hate speech, the promotion of intercommunal dialogue, social cohesion and peace efforts and the access to basic services (health, including reproductive and sexual health, education, water, sanitation, waste, energy,…).
- Fighting against discrimination, violence and human rights abuses. This includes addressing gender equality, gender-based violence, and all forms of discrimination against minority and/or usually ignored or marginalized groups (persons with disabilities, persons living with HIV/AIDS, LGBTI community).
- Promoting an open and participatory society through: access to culture and innovations, including digital technologies and virtual reality, especially for the youth.
The organizations supported in the framework of the PISCCA program have been selected through two calls for proposals (one in 2019 and one in 2020). The calls for proposals comprised two stages:
- Applicants sent short concept notes highlighting the objectives and strategy of the proposed project. A selection committee reviewed each application and selected a limited number of applicants.
- The pre-selected applicants were asked to develop a full project proposal with the support of the Cooperation and Cultural Action Service of the Embassy (SCAC). After completion of the proposal development, the selection committee was asked to approve the final proposals and allocate the funds.
Duration: This evaluation is expected to take approximately 45 working days.
Geographical Location: This evaluation will be mainly carried out in Yangon, with possible missions in other states where some micro-projects are implemented (Kachin, Shan and / or Chin).
Deliverables
Deliverables should be:
- one inception note at the beginning of the assignment
- one evaluation report including: (i) a detailed assessment of the overall management of the PISCCA programme, (ii) a detailed assessment of all PISCCA funded micro-projets, and (iii) lessons learnt and recommendations.
- one 2 day capacity building training in Yangon organized for the funded organizations, based on their needs.
Evaluation Criteria
This evaluation will focus on the following:
- Evaluation of the 2019-2020 PISCCA programme as a whole (development and management of the program by the SCAC).
- Evaluation of all the micro-projects supported by the PISCCA programme. The evaluator will have to review the projects documents of all the selected microprojects and interview one, two (or more) key staff of the partner CSOs. It is expected that the evaluator will, when appropriate, integrate the insights gained from the study of all micro-projects into the evaluation of the PISCCA program as a whole.
