The International Renaissance Foundation is seeking proposals to assist local governments in developing new or improving existing charters of territorial communities, as well as to promote the development and more active use by residents of territorial communities of forms of local democracy provided for by the legislation of Ukraine (general meetings (conferences) of residents, local initiatives, public hearings, participation in planning and distribution of local budget funds, public consultations, advisory and consultative bodies, public evaluation of the activities of local government bodies and officials, etc.).
Funding Information
- The total budget of the competition is 12,000,000 hryvnias.
- The optimal grant size is 800,000-900,000 hryvnias.
- The maximum grant amount is 1,000,000 hryvnias.
Project Period
- The project implementation period is up to 12 months. The planned start date of the projects is June 1, 2025.
Eligible Projects
- Preference will be given to projects that include:
- development of public participation tools in villages, towns and small towns;
- involving civil society institutions from the community(ies) in which the project activities are planned to be carried out as partners.
- carrying out activities in cooperation with local governments, associations of local governments, in coalition with other public organizations, think tanks, experts, and NGOs (including from other administrative-territorial units of Ukraine).
Eligible Activities
- The project proposal should provide for systematic work on the development and implementation of charters of territorial communities, as well as the practical use of local democracy tools at the level of territorial communities selected by the participant in the competition, and may include the following activities:
- research into the state of regulation and practice of using forms of local democracy in selected communities in order to identify gaps in their regulatory framework;
- development, public discussion and advocacy of projects for new or amendments to existing charters of territorial communities, as well as other local regulatory legal acts that will provide for improved conditions for the development and implementation of forms of local democracy;
- providing interested residents of territorial communities, initiative groups, and civil society institutions with legal assistance, advisory, informational, methodological, organizational, and other types of services in the process of implementing the forms of local democracy provided for by the legislation of Ukraine;
- training residents of territorial communities on the use of local democracy tools;
- promoting the use of local democracy tools (taking into account the restrictions imposed by wartime legislation), in particular in territorial communities where military administrations operate.
Eligibility Criteria
- The competition is open to non-governmental organizations, public unions, self-organization bodies of the population (SOBs) and charitable organizations.
- Contestants can be registered in any region of Ukraine and must have at least two years of experience in developing and advocating for draft regulatory legal acts at the level of territorial communities and/or in developing local democracy/public participation tools with the support of the IRF or other donors.
- Implementation of project activities in cooperation with local governments, associations of local governments, coalitions with other public organizations, think tanks, experts, and self-organization bodies of the population (including from other administrative-territorial units of Ukraine) is welcomed.
Ineligibility Criteria
- The Foundation does not provide grants to political parties, religious communities, private (individual) individuals, state and municipal enterprises and institutions, as well as business entities that aim to make a profit.
