The United States Embassy in Iraq is pleased to announce the opening of the application period for the Hubert H. Humphrey Fellowship Program.
The Hubert H. Humphrey Fellowship Program, a Fulbright exchange, enhances leadership among international professionals who collaborate to address local and global challenges and foster change for our collective good.
Program Components
- Non-degree Academic Study: Humphrey Fellows pursue tailored study programs at participating host institutions, where freedom from the requirements of a degree program gives each Fellow the flexibility to pursue a self-directed, individualized program at a host campus. Approximately 13 U.S. campuses have been selected through a competitive process based on their ability to offer institutional and professional resources to host cohorts of Fellows in designated fields of study.
- Leadership and Professional Development: Professional enrichment activities include professional visits, enhancement skills workshops, conferences, training programs, and a professional affiliation (placement). The professional affiliation provides firsthand exposure to a U.S. work environment on a full-time basis for a minimum period of six weeks. Early in the academic year, each Fellow develops, with assistance from the local campus coordinator and faculty advisors, a detailed plan of practical professional activities geared to the Fellow’s Humphrey program objectives.

Eligibility Criteria
- Applicants must:
- Be in possession of an undergraduate degree from an accredited university or college;
- Be mid-career professionals in leadership positions who have demonstrated a commitment to public service and the potential for professional advancement.
- Have a minimum of five years of full-time professional experience (prior to August 2023) in the relevant field and should be interested in the policy aspects of their field of specialization.
- Demonstrate leadership qualities and broadly defined commitment to public service;
- Be proficient in both written and spoken English as demonstrated by a minimum TOEFL score of 525 (paper-based) or 71 (internet-based). Exceptionally promising candidates with lower scores may be considered for a Long-term English program. Note: applicants are not required to take the TOEFL test prior to submitting an application. Selected candidates will be required to take the TOEFL test at a later stage of the application process. Test fees will be covered by the program.
- Have limited or no prior experience in the U.S.;
- Be Iraqi citizens resident in Iraq throughout the application and selection process (Individuals with dual U.S. citizenship or U.S. permanent resident status are ineligible).
- Those Ineligible for Consideration Include:
- Recent university graduates (even if they hold significant positions)
- University teachers with no management or policy responsibilities, except for teachers of English as a Foreign Language and specialists in drug abuse prevention and treatment
- Individuals who have attended a graduate school in the U.S. for one academic year or more during the seven years prior to the date of application
- Individuals with recent U.S. educational or work experience (more than six months during the five years prior to the date of application)
- Individuals with dual U.S. citizenship or U.S. permanent resident status
