The European Union (EU) has announced a call for proposals for the 2021 Support for Civil Society Development to strengthen the civil society in Georgia and promote human rights and fundamental freedoms.
Objectives
The specific objectives of this call for proposals are as follows:
- Lot 1: to increase the local CSOs’ competency to better perform their roles as reliable actors of governance and development. Priorities:
- to promote ethnic minorities’ empowerment, including inclusion and participation in civic and political life and social and economic development at the central, regional and local level;
- to contribute to improvement of access to social services for persons in most vulnerable situations’ by, inter-alia, advocating for improved access to services and social sen-ice system development, including effective monitoring, and enhancing capacities of social service providers.
- Lot 2: to combat violence against women and girls, as well as domestic violence. Priorities:
- to oversee and promote improvement of the policy and legislative framework, their enforcement and accountability related to gender based violence and domestic violence at national andlor regional and/or local level; and
- to contribute to preventing gender based violence and domestic violence and changing perceptions and behaviour regarding gender based violence and domestic violence by, inter alia, awareness raising and civic education, including at local community level; and
- to contribute to improvement of access to services, state support and protection of persons exposed to gender based violence and/or domestic violence.
- Lot 3: to increase human security and safety Priorities (at least 4 priorities must be covered by proposed actions):
- to contribute to crime prevention at all levels, also addressing the so called ‘criminal mentality’, violent extremism and any kind of violent practises (including radicalisation);
- to contribute to addressink behavioural disorders and/or mental healthcare needs among children and youth as to prevent harmful behaviour such as the use of substances or criminal activities;
- to support achievement of goals under at least six priority areas identified in the first National Drug Abuse Prevention Strategy of Georgia 2021-2026 as a key policy document,
- to contribute to better access to quality and evidence based treatment and rehabilitation programmes for drug users and people experimenting with substances;
- to advocate for human rights based drug policy development and implementation;
- to contribute to improvement of civil protection practices through community mobilisation and building capacities of first responders;
- Lot 4: to strengthen the accountability of the security sector Priorities (all priorities must be covered by proposed actions):
- to contribute to the development and implementation of national security strategies;
- to provide expertise to policymakers including on community needs and interests related to security issues and on gender-responsive policies and actions;
- to strengthen the role of civil society as watchdog to hold authorities accountable for their actions through monitoring, advocacy, public awareness campaigns, etc;
- to promote responsible media reporting practises on security sector.
Funding Information
The overall indicative amount made available under this call for proposals is FUR 7 800 000. The contracting authority reserves the right not to award all available funds. Indicative allocation of funds by lot:
- Lot 1: EUR 2 000 000
- Lot 2: EUR 1 800 000
- Lot 3: EUR 3 000 000
- Lot 4: EUR 1 000 000
Eligibility Criteria
Lead applicant(s)
In order to be eligible for a grant, the lead applicant must:
- For Lot 1
- be a legal person and
- be non-profit-marking and
- be a specific type of organisation such as: civil society organisation and
- be established in: Georgia or other beneficiary countries of ENI or IPA II regulations, or a Member State of the European Union, or the EEA; and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- For Lot 2
- be a legal person and
- be non-profit-making and
- be a specific type of organisation falling under the following categories: non-governmental organisations, local authorities, educational institutions, media organisations and public sector operators. and
- be established in: Georgia or other beneficiary countries of ENI or IPA II regulations, or a Member State of the European Union, or the EEA; and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- For lot 3
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: civil society organisations and
- be established in: Georgia or a Member State of the European Union; and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- For lot 4
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: civil society organisations
- be established in: Georgia or a Member State of the European Union.
Co-applicant(s)
- For lot 1 and 2
- It is obligatory that at least one co-applicant is involved in the action.
- If the lead applicant is not established in Georgia or the lead applicant is established in Tbilisi, the involvement in the action of at least one co-applicant established and functioning in other regions of Georgia than Tbilisi is obligatory.
- For lot 3
- It is obligatory that at least two co-applicants established in Georgia are involved in the action.
- If the lead applicant is established in Tbilisi, at least one co-applicant must be established and functioning in other regions of Georgia.
- For lot 4
- If the lead applicant is not established in Georgia, the involvement in the action of at least two co-applicants established in Georgia is obligatory, including at least one established and functioning in other regions of Georgia than Tbilisi.
- For All lots
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate form.
Affiliated entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (grandrlaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
