Applicants must include a letter of affiliation from a U.S. host institution in their application and propose a comparative US-EU perspective on global issues within international higher education and/or share best practices within the field.
The program offers a scholarship of up to 4,000 euro per month (USD equivalent), J-1 visa sponsorship, pre-departure support, a travel stipend of 2,000 euro (USD equivalent), a health benefit plan, in-country programming such as seminars and local advisors, and the prestigious title along with access to the alumni network.
Eligible applicants must hold citizenship in an EU Member State and demonstrate proficiency in English. While a PhD is not required, candidates must possess at least a bachelor’s degree and a minimum of three years of experience in the field of international education.
Academic or professional experience of at least three months in two or more EU Member States is recommended, alongside a record of academic excellence or an outstanding personal or professional background.
Applicants currently employed or undertaking a traineeship at the European Commission, those with strong professional ties to European institutions, current or former residents of the United States, or those lacking international experience outside their home country may be deemed ineligible.
Applicants must submit several required documents, including an Americanized resume or CV, a 3-5 page single-spaced Project Statement demonstrating relevancy to the EU and international higher education, a 1-3 page Bibliography of References relevant to the proposed research, a diploma of the most recent degree with transcripts (and certified English translation if applicable).
Three letters of recommendation uploaded directly by chosen recommenders, and a letter of affiliation from a U.S. host institution on official letterhead specifying the research stay’s dates, objectives, and available facilities.
The application period runs from September 15 to December 1 for candidates intending to begin research in the following academic year. For example, those planning to start research in the 2026-2027 academic year must apply between September 15 and December 1, 2025.
Research proposals should begin no earlier than mid-August, aligning with the U.S. academic calendar. Applicants must submit a complete online application in English via the Fulbright/IIE platform by December 1 at noon (CET).
Incomplete applications will not be considered. When creating an online account, applicants should use a personal email address rather than a temporary work or school address.
In the preliminary questions section of the application, candidates must select “European Union (Schuman)” as the Program Country and specify the “International Educator Award” in the Country Information section to ensure proper submission. It is strongly encouraged that applicants email the Fulbright Schuman office after submission to confirm receipt of their application.
