The Bureau of Population Refugees and Migration has announced a Notice of Funding Opportunity for NGO programs benefiting vulnerable PRM populations of concern in South America.
Program Areas
Proposals must align with one or more of the following program areas:
- Humanitarian Protection and Assistance;
- Interim and Durable Solutions.
Country-Specific Provisions
- Brazil
- General Guidance: PRM’s humanitarian assistance funding in Brazil will respond to the continued influx, and projected increase of, Venezuelan refugees, asylum seekers, and vulnerable migrants. Priority will be given to programs that focus on one or more of the following programmatic sectors
- Water, Sanitation, and Hygiene (WASH)
- Protection
- Child Protection
- Livelihoods
- Period of Performance: Only projects with a period of performance of one-year (12 months) cycles for two years (24 months) will be considered.
- Funding limits: Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per award per year (lowest $$ value): $1 million
- Funding ceiling per award per year (highest $$ value): $3 million
- General Guidance: PRM’s humanitarian assistance funding in Brazil will respond to the continued influx, and projected increase of, Venezuelan refugees, asylum seekers, and vulnerable migrants. Priority will be given to programs that focus on one or more of the following programmatic sectors

- Water, Sanitation, and Hygiene (WASH

- General Guidance: PRM’s humanitarian assistance funding in Colombia will 1) respond to the continued influx and projected increase of Venezuelan refugees, asylum seekers, and vulnerable migrants, particularly in underserved locations; and 2) ultimately connect beneficiaries of humanitarian assistance to government services and development programs. Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Duration of Activity: Only program plans for two years will be considered.
- Period of Performance: Only period of performance of one-year (12 months) cycles for two years (24 months) will be considered.
- Funding floor per award per year: $1 million
- Funding ceiling per award per year (multi-sector; can include any of the sectors listed above): $3 million
- Funding ceiling per award per year (health-focused programs ONLY): $5 million
- Ecuador
- General Guidance: PRM’s humanitarian assistance funding in Ecuador will respond to the continued influx, and projected increase, of refugees, asylum seekers, and vulnerable migrants to Ecuador. Priority will be given to programs that focus on at least two of the following provinces: Pinchincha, Guayas, Manabi, and El Oro:
- Duration of Activity: Only program plans for two years will be considered.
- Period of Performance: Only period of performance of one-year (12 months) cycles for two years (24 months) will be considered.
- Funding floor per award per year: $1 million
- Funding ceiling per award per year: $3 million
- Peru
- General Guidance: PRM’s humanitarian assistance funding in Peru will respond to the continued influx, and projected increase, of Venezuelan refugees, asylum seekers, and vulnerable migrants to Peru. Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Protection
- Health
- MHPSS
- Livelihoods
- Education
- Duration of Activity: Only program plans for two years will be considered.
- Period of Performance: Only projects with a period of performance of one-year (12 months) cycles for two years (24 months) will be considered.
- Funding floor per award per year: $1 million
- Funding ceiling per award per year: $3 million
- General Guidance: PRM’s humanitarian assistance funding in Peru will respond to the continued influx, and projected increase, of Venezuelan refugees, asylum seekers, and vulnerable migrants to Peru. Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Chile
- General Guidance: PRM’s humanitarian assistance funding in Chile will respond to the continued influx and projected increase of Venezuelan refugees, asylum seekers, and vulnerable migrants, particularly in underserved areas. Priority will be 12 given to programs that focus on livelihoods:
- Livelihoods
- Duration of Activity: Only program plans for two years will be considered.
- Period of Performance: Only projects with a period of performance of one-year (12 months) cycles for two years (24 months) will be considered.
- Funding floor per award per year (lowest $$ value): $1 million
- Funding ceiling per award per year (highest $$ value): $3 million
- General Guidance: PRM’s humanitarian assistance funding in Chile will respond to the continued influx and projected increase of Venezuelan refugees, asylum seekers, and vulnerable migrants, particularly in underserved areas. Priority will be 12 given to programs that focus on livelihoods:
- Venezuela
- General Guidance: PRM’s humanitarian assistance funding in Venezuela will 1) respond to the continued humanitarian needs of Colombian refugees in Venezuela and their host communities; and 2) raise awareness among Colombian refugees on country conditions and facilitate access to ongoing voluntary return programs. Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Health/MHPSS
- Child Protection
- Water, Sanitation, and Hygiene (WASH)
- Duration of Activity: Only program plans for two years will be considered.
- Period of Performance: Only period of performance of one-year (12 months) cycles for two years (24 months) will be considered.
- Funding floor per award per year (lowest $$ value): $1 million
- Funding ceiling per award per year (highest $$ value): $3 million
- General Guidance: PRM’s humanitarian assistance funding in Venezuela will 1) respond to the continued humanitarian needs of Colombian refugees in Venezuela and their host communities; and 2) raise awareness among Colombian refugees on country conditions and facilitate access to ongoing voluntary return programs. Priority will be given to programs that focus on one or more of the following programmatic sectors:
- Regional Program for Gender-based Violence Prevention and Response
- General Guidance: PRM’s humanitarian assistance funding in the region will respond to the continued influx and projected increase of Venezuelan refugees, asylum seekers, and vulnerable migrants, particularly in underserved areas.
- Priority will be given to programs that establish new GBV prevention and response assistance for refugees, asylum seekers, and vulnerable migrants, with special attention to those in transit, to respond to the immediate and lifesaving needs of at-risk women and girls through shelter, health, psychosocial, case management, and legal services.
- Duration of Activity: Only program plans for two years will be considered.
- Period of Performance: Only period of performance of one-year (12 months) cycles for two years (24 months) will be considered.
- Funding floor per award per year (lowest $$ value): $3 million
- Funding ceiling per award per year (highest $$ value): $6 million
Eligible Applicants
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status);
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
- International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this NOFO. Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer (as listed below) on or before the closing date of the funding announcement.
