Applications open for Direct Aid Program (Round 1) – Marshall Islands

Applications are now open for the Direct Aid Program, a small grants program funded by the Australian Government through overseas posts of the Department of Foreign Affairs and Trade.

Priorities
  • DAP activities should achieve practical and tangible outcomes that support development within communities. The Australia Embassy is focused on the following thematic areas in 2022-2023:
    • education and skills
    • women and gender equality
    • social inclusion and disability programs
    • health promotion
    • public health
    • community water and sanitation
    • preventing non communicable diseases
    • youth engagement
    • child protection
    • youth employment programs
    • climate mitigation, disaster risk reduction and environmental management
    • agricultural and rural development
    • cultural preservation and promotion.
Outcomes
  • Local communities know that DAP is available in the area
  • The results of DAP activities are known
  • DAP projects attract co-funding from local organisations
  • Communities know DAP projects are supported by Australia
Projects 
  • Projects should:
    • Be strongly focussed on local or national development
    • Be sustainable
    • Have the same aims as Australia’s aid activities
    • Have real and practical development outcomes for the community
    • Have clearly described goals, intended results and overall outcomes
    • Require a maximum DAP contribution of USD 20,000.
  • All DAP projects should:
    • have a community focus, with a target audience or ‘beneficiaries’ in mind
    • have practical, achievable and sustainable development outcomes
    • have clearly described goals, intended results and overall outcomes
    • have financial or in-kind contributions from the applicant organisation or government have less than 15% expenditure for catering or other short-term procurement
  • The Embassy will also give positive consideration to projects that:
    • help build relationships within RMI, such as between government, community and private sector partners, and even within Micronesian or Pacific States
    • pursue innovative approaches that leverage the budget to its maximum potential
Target Groups and Locations
  • Groups: Preference will be given to projects addressing the needs of women, children or disabled persons, people in poverty, especially where they are affected by humanitarian hardship or inequality
  • Locations: The Marshall Islands including outer islands and remote areas where risk management considerations can be satisfied.
Eligibility Criteria
  • Individuals, government agencies and non-government organisations.
Ineligible
  • DAP will not fund:
    • Start up capital
    • Other embassies to run grant programs
    • Cash grants or micro-credit schemes or projects that involve the return of money
    • Existing businesses to survive or expand
    • Purchase of vehicles (except for medical or farm purposes vital to projects)
    • Australian or overseas study tours
    • International or domestic travel
    • Sponsorship of major sporting tournaments or cultural displays
    • Staff salaries, stipends, consultant fees, allowances / per diems, accommodation
    • Meetings, Seminar or conference and related costs
    • Routine, recurring running costs and administrative expenses including office rental and utility costs, spare parts, routine maintenance
    • Consumer electronics (e.g. laptops, desktop computers, printers)
    • Direct support for government programs
