Bureau of DRL Evaluation Innovation Fund: Building a Community of Practice of M&E Professionals in Democracy, Rights and Labor

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that nurture a community of practice of monitoring and evaluation (M&E) professionals working on democracy, rights and labor (DRL) programs. The community of practice should include local and international organizations implementing and evaluating democracy, human rights, and labor rights programs.

DRL’s goal is to build a portfolio of evidence to further identify democracy, rights and labor rights program strategies that are effective. DRL’s Evaluation Innovation Fund is an initiative that seeks to contribute to DRL’s Office of Global Programs’ ongoing mission—promoting democracy, protecting human rights and international religious freedom, and advancing labor rights globally—by supporting applied research and evaluation to improve project implementation overseas.

Objective

Fostering a Community of Practice for Democracy, Rights and Labor M&E Practitioners: Convening and maintaining a community of practice for M&E practitioners through regional hub meetings, providing a space for collaboration learning and continued resource sharing and communication.

Eligibility Criteria

DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
