The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that nurture a community of practice of monitoring and evaluation (M&E) professionals working on democracy, rights and labor (DRL) programs. The community of practice should include local and international organizations implementing and evaluating democracy, human rights, and labor rights programs.
DRL’s goal is to build a portfolio of evidence to further identify democracy, rights and labor rights program strategies that are effective. DRL’s Evaluation Innovation Fund is an initiative that seeks to contribute to DRL’s Office of Global Programs’ ongoing mission—promoting democracy, protecting human rights and international religious freedom, and advancing labor rights globally—by supporting applied research and evaluation to improve project implementation overseas.
Objective
Fostering a Community of Practice for Democracy, Rights and Labor M&E Practitioners: Convening and maintaining a community of practice for M&E practitioners through regional hub meetings, providing a space for collaboration learning and continued resource sharing and communication.
The successful applicant will accomplish the following expected activities:
- Coordinate regional hub meetings. The applicant will be responsible for logistics and coordinating regional meetings. This includes organizing flights, communication with participants, booking a meeting site and hotels, and other support to hold the meetings in the relevant region. The meetings will last 4-5 days.
- Foster a community of practice of DRL M&E specialists. This includes creating an accessible platform for open communication and peer-to-peer resource sharing. Included in this will be organizing virtual meetings and providing opportunities for resource sharing.
Funding Information
- Funding Floor (lowest $$ value): $250,000
- Funding Ceiling (highest $$ value): $400,000
- Period of Performance (example 12-18 months, 2 -5 years): 18 – 24 months
- Anticipated Time to Award (pending availability of funds): 3-6 months
Eligibility Criteria
DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
For all application documents, please ensure:
- All documents are in English and all costs are in U.S. dollars. If an original document within the application is in another language, an English translation must be provided (please note the Department of State, as indicated in 2 CFR 200.111, requires that English is the official language of all award documents. If any document is provided in both English and a foreign language, the English language version is the controlling version);
- All pages are numbered, including budgets and attachments;
- All documents are formatted to 8 ½ x 11 paper; and,
- All documents are single-spaced, 12 point Times New Roman font, with 1-inch margins. Captions and footnotes may be 10-point Times New Roman font. Font sizes in charts and tables, including the budget, can be reformatted to fit within 1 page width.
