General Overview of services required/results
- The project will directly support 3,200 women and girls across one division, Karachi, and three districts in Sindh—Sukkur, Khairpur, and Hyderabad. The initiative will focus on informal workers, including women home-based workers (WHBWs), women entrepreneurs, and small business owners, by enhancing their skills, building their capacities, and connecting them with various resources. These resources will encompass access to financial services, skill development programs, and enterprise growth opportunities. Additionally, efforts will be made to train these women in managing mobile financial wallets, with linkages established to relevant service providers and the private sector to facilitate financial inclusion.
- Importantly linkages with the government led social protection initiatives as well as micro-finance institutions will be developed during the implementation. This project will incorporate Ending Violence Against Women and Girls (EVAWG) as a cross-cutting theme. All direct women beneficiaries, multiple indirect beneficiaries and stakeholders will be exposed to training, sensitization, and orientation sessions on EVAWG.

- The budget range for this proposal should be PKR 25200000 – PKR 31000000 for each district (Sukkur, Khairpur, Hyderabad & Karachi)

- The project duration is of 18 Months 2025 – 2026.

Description of required services/results
- Outcome 1: Transitioning women informal workers to formal sector through improved access to resources and law and policy implementation.
- Output 1.1: Increased access to public sector social security initiatives
- Output 1.2: Increased number of women linked to training institutions
- Output 1.3: Enhanced policies and laws for federal and provincial women, girls, transgender, and minority women.
- Outcome 2: Increased Womens Labour Participation in Digital Sphere
- Output 2.1: Women and girls provided with digital/financial literacy trainings
- Output 2.2: Number of tech solutions adopted by women entrepreneurs to scale up their business operations
- Outcome 3: Influencing Policies to Enhance Women and Girls’ Economic Leadership and Resilience
- Output 3.1: Increased number of collaborations & partnerships at provincial level on women’s economic empowerment
- Output 3.2: Establishing networks with district and provincial departments to strengthen economic leadership and resilience among women and girls.
Competencies
- At least 05 years of experience in designing and implementation of similar activities.
- Reputed nationally registered organization with representative office in Pakistan and outreach in mentioned areas of intervention.
- Proven track record of working in the area of women’s economic empowerment and sustainable livelihoods.
- Previous work experience with UN agencies or other international development agencies is an advantage.
- Ability to communicate in local language.
- Valid MoU /NOC from EAD/Relevant Provincial Authorities to implement projects in the province.
- A verifiable reputation of integrity and competence.
