The United Nations High Commissioner for Refugees is accepting applications for prevention and response to Gender Based Violence (GBV) affecting the Asylum-seeking and Refugee populations in Egypt.
Objective
- To prevent and mitigate risks of Gender-Based Violence (GBV) among asylum seekers and refugees in Egypt through community collaboration and provision of timely, quality GBV response services, in line with global standards.

Expected Outcomes
- Access to Response Services:
- Survivors and affected family members receive quality, multisectoral GBV case management services, including medical, legal, psychosocial, shelter, education, livelihoods, and protection support.
- Refugee survivors access national GBV response services aligned with international standards.
- Effective Referral and Protection:
- Safe, timely, and accessible referral pathways are established and maintained.
- Survivors’ security concerns are addressed through safety planning and protective measures, including safe relocation.
- Community Engagement and Empowerment for Prevention and Risk Mitigation:
- GBV risks are reduced through strengthened community-based protection mechanisms and innovative, context-specific activities.
- Women are empowered and more self-reliant, reducing their exposure to GBV.
- Men and boys understand the root causes of GBV and become agents of change.
- Communities are more aware of GBV forms and available support services.
- Data and Accountability:
- GBV-related data is collected in line with international standards, analysed, and shared with UNHCR to inform programming.

Eligible Activities
- Prevention and Risk Mitigation:
- Conduct structured, community-led outreach and awareness activities, including at UNHCR reception/registration centers.
- Establish and maintain safe spaces for women and girls.
- Provide access to safe and appropriate livelihood opportunities for GBV survivors and women at risk.
- Engage communities to challenge harmful gender norms and promote gender equality through the theory of change, including documenting the effectiveness of the implemented programmes.
- Response Services:
- Deliver survivor-centered GBV case management in line with UNHCR and interagency standards.
- Provide psychosocial support, safe relocation, and referrals for cash assistance, shelter, medical, legal, and other services based on individual case plans.
- Support UNHCR registration and reception activities by identifying persons with specific needs, providing case counselling, and sharing information.
- Capacity Building and Coordination:
- Build the capacity of local NGOs, CBOs, Women-Led Organizations (WLOs), and Refugee-Led Organizations (RLOs) in GBV prevention and response.
- Strengthen national mechanisms and engage with government actors to promote sustainable GBV response systems.
- Monitoring, Evaluation, and Learning:
- Regularly monitor GBV prevention and response activities to ensure evidence-based programming.
- Evaluate intervention effectiveness and adapt programs accordingly.
- Share regular updates with UNHCR on GBV trends and challenges, using GBV IMS standards.
