Call for Project Applications on Innovation to address challenges in Digital Transformation, Education, Climate Change and other areas

The Lithuanian Development Cooperation and Humanitarian Aid Fund (hereinafter – the Fund) invites to submit project applications aiming to promote the transfer of Lithuania’s best practices in the areas of digital transformation, euro integration, countering disinformation, fostering economic prosperity and strengthening of psychosocial health.

The Fund’s Call for applications focuses on innovation – it is expected to receive project proposals that would provide innovative solutions, stimulate the development of new technologies, business models, and research enabling partner countries to address the challenges in digital transformation, education, climate change and other areas.

Purpose of the Call

• To select and finance projects that meet the Strategic directions for Lithuanian development cooperation and the concepts approved by the Governing Board of the Fund for the Development Cooperation and Humanitarian Aid (the Fund) (the Concepts).

Funding Information

• The total amount of funding – EUR 1 000 000.
  • Minimum amount – EUR 30,000.00
  • Maximum amount – EUR 100,000.00
• Duration: Estimated duration of project implementation Up to 24 months
• Requirements for the project implementation period:
• The maximum duration of the project activities can be:
  • Not more than 12 months if the total cost of the project is less than EUR 50,000.00;
  • Not more than 24 months if the total cost of the project is more than EUR 50,000.00.
  • Planned date of signing the project implementation agreements: August 2023

Funded Activities

The activities included in the applications must be in line with the of Lithuanian development cooperation strategic directions and the concepts approved by the Council of the Development Cooperation and Humanitarian Aid Fund:

• Concept No 1. innovating for sustainable development
  • Any of the following countries (however, the applicants are encouraged to develop solutions that could be replicated in other countries and / or regions):
    • EU Eastern Partnership countries (Ukraine, Moldova, Georgia, Armenia);
    • African countries (Nigeria, Kenya, Ghana);
    • Middle East and Central Asian countries (Iraq, Palestine, Uzbekistan).
• Concept No 2. digital transformation in Kenya
  • Target group(s) Public sector in Kenya
• Concept No 3. strengthening of Armenia’s administrative and institutional capacity in the field of health care
  • Target group(s) Armenian state institutions, Armenian healthcare institutions
• Concept No 4. strengthening of the administrative and institutional capacity of Ukraine in the field of euro integration
  • Target group(s) State institutions of Ukraine.
• Concept No 5. development and implementation of psychosocial and physical rehabilitation services for people affected by Russia’s war against Ukraine
  • Target group(s)
    • Ukrainian medical professionals (doctors, psychologists, ergotherapists, social workers, etc.)
    • Ukrainian citizens affected by the Russian-led war, especially vulnerable groups (internally displaced persons, persons with disabilities, families and relatives of the deceased, survivors of violence, veterans, etc.).
• Concept No 6. spreading democratic ideas through the empowerment of independent media
  • Target group(s) Independent media, journalists and youth of Belarus
• Concept no 7. strengthening of the administrative and institutional capacity of the republic of Moldova in the field of euro integration
  • Target group(s) State institutions of the Republic of Moldova.
• Concept No 8. strengthening strategic communication in Moldova
  • Target group(s) Public opinion leaders, public servants, media and the civil society
• Concept No 9. strengthening of the administrative and institutional capacity of Georgia in the field of euro integration
  • Target group(s) State institutions of Georgia.
• Concept No 10. support for the strengthening of Uzbekistan’s education system
  • Target group(s) Educational and scientific institutions, students of Uzbekistan
• Concept No 11. economic and social empowerment of Iraqi youth
  • Target group(s) Iraqi vocational training institutions

Eligibility Criteria

• Project applications can be submitted by Lithuanian and foreign legal entities, other organisations, their subdivisions, and natural persons.
• The applicant must have at least one partner in the partner country(ies).
• One applicant can submit only one application per one concept. The same applicant cannot submit an application as a member of a joint activity group or as a project partner acting on another legal basis.
• If an applicant or it’s partner submits more than one application per one concept, all applications submitted by that applicant and (or) partner are rejected (unless the applicant and (or) partner withdraws, in writing, the other project application(s) submitted until the deadline for the submission of applications).
• The applicant must have the necessary administrative abilities and capacities to ensure the implementation of the project and the ability to make effective use of the project’s results after implementation of the project.
