Call for Proposals: Creating Public Awareness and Support for Climate Action (Libya)

The United Nations Development Programme (UNDP) is accepting proposals to improve public awareness on the impacts and responses to climate change and mobilize civil society to further dialogue and advocate for climate action.

These actions should be implemented in a manner that is inclusive of all segments of Libyan society including youth and women.

With a generous fund from the European Union, UNDP is looking to engage an international or nationally registered Non-Governmental Organization (NGO) or a coalition led by an NGO to implement these three activities:

• Conducting a public survey of climate change perceptions and knowledge
• Convene forums to discuss and disseminate information on climate change
• Map the current actors among civil society and academic institutions active in climate change and climate advocacy to identify how to support their efforts more effectively.

The objective of the Call for Proposals is engage an international or national registered Non-Governmental Organization (NGO) or a coalition led by Non-Governmental Organization to implement these three activites.

Objectives and Expected Outputs/Deliverables 

• The key objective of the project are:
  • Conduct a public survey of climate change perceptions and knowledge
    • The public survey should assess public knowledge about climate change as well as public support for climate action. Specifically, the survey on public knowledge of climate change should identify if the public is aware that it is caused by the release of greenhouse gases. It should assess public concern about the impacts of climate change both in regards to the extent to which climate change affects their personal lives and, separately, the lives of their children. The survey shoud assess the extent to which climate action is prioritized and the public support on specific climate related actions.
    • The survey questions should be developed in consultation with UNDP and be conducted in a manner that is culturally appropriate to Libya. The survey should also ensure that the views of broad segment of the Libyan population are gathered including those of women and youth.
  • Convene forums to discuss and disseminate information on climate change
    • The objective of this activity is to improve the level of public knowledge on climate change and its impacts as well as to foster discussion on the most effective response options.  The activities to be included in this output can be wide ranging from convening public dialogue forums, to creating and disseminating visual information products, including films, and/or developing social media platforms that further dialogue and counter misinformation. A methodology should be included that allows the implementor to assess how many people are engaged as well as the number of youth and women.
  • Iterative mapping of civil society and academic organisations working on climate change and advocacy with a view to enhancing their capacities 
    • This output includes two parts. The first is to create a mapping of civil society and academic institutions working on climate change should be conducted to identify those organisations working on the issue and the methods and capacities of these institutions.  The second part is to convene these organisations together in order to discuss with them how UNDP and its partners can more effectively support climate change advocates in their efforts to further climate action. The forum should allow civil society to discuss option on how they themselves could better cooperate, potentially through developing a common platform or forum for collabation. The information generated during this forum will also enhance the mapping of civil society and will provide specific recommendations to UNDP and its partners on the type of support needed to strengthen the organizational and collective capacity of civil society.

Funding Information

• The overall indicative grant pool amount made available under this Call for proposal is US Dollars 100,000.00.

Duration

• The project will be taking place over a period of 7 months. The applying organizations are requested to submit a clear and detailed work plan for each output/deliverable and the budget within the foreseen timeframe.

Eligibility Criteria 

• The applicants must meet the following minimum criteria:
  • Libyan Non-governmental, academic, non-profit organization operating in Libya in development and climate related projects for at least two year with proven capacity to conduct public surveys and public knowledge awareness initiatives in Libya
  • Previous experience in project administration from the UN agencies is a strong asset.
  • Availability of human resources that will ensure due quality and timely implementation of the contract.
• The parameters that will determine whether an NGO is eligible to be considered by UNDP will be based on the Capacity Assessment and risk assessment that will be conducted by reviewing the information provided by the NGO through the Capacity Assessment Checklist and the Request for information for NGO that should be duly completed and submitted with the required supporting documents.
