UN Women is pleased to announce a call for proposals for the Implementation of EU4Recovery Project: Empowering Communities of Ukraine to support the implementation of capacity building component of EU4Recovery project for justice actors, police, regional government, and service providers on provision of GBV prevention and response to Donetsk, Poltava and Dnipropetrovsk Oblast in the East of Ukraine.
UN Women in partnership with UNDP and UNFPA is implementing EU4Recovery – Empowering Communities in Ukraine Project funded by European Union. The project is expected to contribute to strengthened resilience and early recovery of war-affected communities in the East of Ukraine particularly in Poltava, Donetsk and Dnipropetrovsk Oblasts.
The project takes an area-based (community based) holistic approach that bring together multiple actors to strengthen protection of women and girls against and Gender Based Violence (GBV) including Domestic Violence, ensuring survivor’s centered approach in providing coordinated and multisectoral services, increasing knowledge and the capacity of the community and local authorities to improve services for GBV prevention and response to the war affected communities. With women constituting most IDPs in the East of Ukraine, they face significantly increased safety and protection risks, including multiple forms of gender-based violence (GBV), particularly domestic violence and conflict-related sexual violence (CRSV), including human trafficking. The recognition of the gendered effects of the war is essential for states, international agencies, and civil society to develop holistic humanitarian responses that address the differential experiences of conflict.
Under this Call for Proposal, UN Women within the project “EU4Recovery; Empowering communities”, implemented jointly with UNDP and UNFPA and funded by the European Union, intends to sign Partner’s Agreements (PAs) with potential civil society organization including women led organization to act as Responsible Party for the implementation of capacity building of GBV service providers including government, justice actors, police, psychosocial workers, health and CSOs to deliver comprehensive and coordinated survivor’s centered services in compliance with IASC standard guideline in providing GBV/VAWG in Humanitarian response in Poltava, Donetsk and Dnipropetrovsk Oblasts.
Funding Information
- The budget range for this proposal should be 200,000 USD – 205,000 USD.
- The project activities will commence on 1st August 2023 and must be completed by 05 April 2024, resulting in a maximum implementation period of 8 months.
Outcomes & Outputs
- The Responsible Party that will contribute to the fulfilling of the following outcomes and outputs of the project:
- Outcome 2: Government institutions, justice actors, and police are able to provide coordinated services to GBV/CRSV/VAWG survivors.
- Output 2.1: Increased knowledge and skills of justice actors, police, and government on GBV/VAWG services in line with existing legal frameworks.
- Output 2.2: Improved coordination, systems and capacity of justice actors to provide coordinated and comprehensive GBV services to victims and survivors of GBV/VAWG.
Competencies
- Technical/functional competencies required
- Specialized knowledge and expertise in capacity building on GBV prevention and response of government institutions as presented in this Terms of Reference (ToR)
- Experience in engaging with multiple stakeholders including governmental and nongovernmental organizations, Community-Based organizations and advocacy networks, the private sector, and academia.
- Experience in managing projects of similar size to the one submitted under this Terms of Reference.
- The organization with the well-developed framework, enabling the delivery of its vision and strategy, and effective realization of business processes.
- Other competencies, which while not required, can be an asset for the performance of services
- Experience in facilitating the exchange of ideas, good practices and dissemination of knowledge and information in hard-to-reach locations and throughout Ukraine.
- Familiarity with the UN Women mandate and understanding of gender equality and women’s empowerment issues.
