The European Union Anti-Corruption Initiative (EUACI) has announced a call for proposals for projects in Integrity Cities to contribute to an increase in integrity awareness and practices in the five EUACI-supported integrity cities of Chernivtsi, Chervonograd, Mariupol, Nikopol, and Zhytomyr.
The EUACI, funded by the European Union, co-funded and implemented by the Ministry of Foreign Affairs of Denmark, consolidates efforts directed at assisting Ukraine’s anti-corruption reforms. The EUACI program objective is “reduction of corruption in Ukraine at national and local level through the empowerment of citizens, civil society, businesses and state institutions”.
Objectives
With this objective in mind, the EUACI has identified the following themes, target groups and expected outcomes that should guide applicants in the preparation of project proposals:
- Strengthening the capacity of local civil society through joint initiatives on anticorruption: The aim of this theme is to help local civil society representatives and organizations strengthen their capacities to plan, manage, implement and report on projects in the field of anti-corruption and the promotion of the values of integrity in public administration and among citizens. The aim is envisioned achieved through a combination of practical, onsite training and coaching activities through which local organizations are guided through a full mini-project cycle, including the design, implementation, completion, and evaluation of a mini-project.
- Promoting integrity education for children and youth: The aim of this theme is to develop, test and scale-up the use of educational games (possibly with a national competition component) as a strategy to help children and youth better understand how corruption works, how it affects people and society, and what ordinary people can do to reduce corruption through a change in how they think and behave. Project proposals should preferably actively engage with schools (girls and boys) and interested teachers to ensure that the game (s) developed will support the children’s and youth’s application of relevant competencies, so it eventually can be integrated with the normal curriculum, if deemed relevant.
- Enhancing local business community’s integrity in integrity cities:The aim of this theme is to help local business leaders and business associations promote the values of integrity in their business and business relations. It seeks to do so by making a case for why the values of ethics and integrity is good for business in the long-term, and by offering practical training and guidance that can help local business leaders incorporate honesty and integrity into their business. Activities may include training, workshops, round table meetings, development and dissemination of educational videos and materials, and the identification, documentation and presentation of illustrative cases of integrity champions. In relation to the latter, activities could include the development of an “Integrity Scorecard” and the subsequent scoring of the performance of public and private leaders.
- Promoting a culture of integrity through awareness raising and engagement of citizens: This theme aims to empower adult citizens in the integrity cities to take on a more active role in the promotion of integrity and the prevention of corruption in their daily lives. The type of activities anticipated include the presentation and discussion of success stories; inter-active awareness raising activities, and public dialogues on the role and responsibility of citizens as well as the practical actions they can take in their everyday life to promote the values of integrity. Project proposals should preferably have a wide outreach and actively engage local media in the partner cities so as to ensure the bas is for a sustained public dialogue.
Funding Information
- Projects must be between EURO 80,000 and EURO 150,000. Please note that grants are contingent upon the availability of funds.
- Applicants can propose projects with a duration of 6 to 15 months, starting from as early as January 2022. Significant deviations in terms of project duration, start and end dates should be justified in the project proposal.
Eligibility Criteria
- In order to be eligible for a grant the applicant must:
- be a legal entity and
- be a non-profit-making and
- be a civil society organization and
- be established in Ukraine.
- In addition, project proposals must include a balanced level of activities in all 5 of the integrity cities, ie Chernivtsi, Chervonohrad, Mariupol, Nikopol, and Zhytomyr.
