The United Nations Development Programme (UNDP) has launched a call for proposals for Two Civil Society Organizations Program.
This call for proposals (CFP) is specifically linked to the Microfinance Programme (MFP) of the Fund for the Global Environment Facility (GEF), UNDP –
Located in a region particularly vulnerable to the impacts of climate change, Djibouti faces challenges major environmental issues such as the scarcity of water resources, desertification and phenomena extreme weather. These challenges exacerbate pressures on livelihoods and threaten the sustainable development of the country.
In response to these challenges, Djibouti joined the Microfinance Programme (MFP) of the Fund for the Global Environment Facility (GEF), a mechanism that aims to support non-governmental organizations and community-based organizations (NGOs/CBOs) through the provision of grants to enable them to implement local initiatives that address both global environmental priorities and the sustainable development needs of communities.
Objectives and Expected Results
- The objective of this call for proposals is to provide training to civil society organizations (CSOs) focused on essential themes such as project implementation, monitoring and evaluation, communication of results and assembly projects, particularly through the use of the PMF framework. These training courses aim to strengthen the skills of CSOs so that they can submit quality projects and respond effectively to the PMF’s priorities.
- Strengthen the administrative and financial management of civil society organizations (CSOs): Equip CSOs to improve their administrative and financial systems to ensure rigorous, transparent management that complies with current standards.
- Strengthening the capacity of CSOs to implement projects: Strengthening the capacity of CSOs to plan, execute and manage projects aligned with measurable results, by mobilizing modern management tools and involving beneficiary communities.
- Strengthen CSOs’ monitoring and evaluation skills: Train CSOs to design and implement appropriate monitoring and evaluation systems, including the definition of relevant indicators, collection and data analysis, as well as impact assessment and integration of lessons learned.
- Strengthen communication of CSO results: Equip CSOs to promote the results of their projects to their partners and the public, through the writing of reports, the production of visual aids, and the strategic use of digital channels.
- Strengthen the capacities of CSOs in project development: Train CSOs in the development of quality project proposals, in line with the PMF criteria, in order to improve their chances of accessing funding. In this context, a total of 150 CSOs, spread across the five regions, will be trained.
Funding Information
- The amounts of the proposals must be a maximum of 33,000 USD for training in the Southern regions (Ali-Sabieh-Dikhil and Arta) and a maximum of 26,000 USD for training in the Northern regions (Obock and Tadjourah), as indicated in the TDR.
Criteria
- In responding to this call for proposals, UNDP requires all proposers to conduct themselves in a manner professional, objective and impartial, and that they place the interests of UNDP first at all times.
- Proposers must strictly avoid conflicts with other missions or with their own interests, and act without taking into account of future work. Any proponent found to have a conflict of interest will be disqualified. Without limiting the generality of this the foregoing, the proposers and their affiliates will be considered to have a conflict of interest with one or more parties in the context of this consultation procedure if they:
- be or have been associated in the past with a company or one of its subsidiaries which has been engaged by UNDP for provide services for the preparation of the design, terms of reference, cost analysis/estimate and other documents to be used in this competitive selection procedure;
- participated in the preparation and/or design of the program/project related to the services requested under this call for proposals; or
- are deemed incompatible for any other reason, as may be determined by UNDP or at its discretion.
