Priorities
Projects considered for funding must address the needs of those who are homeless or at risk of homelessness in Surrey. They will focus on contributing to the longer-term housing needs of priority populations and building on continued efforts to mitigate the impact of COVID-19. Eligible projects must address one or more of the following Key Priorities along the continuum of needs related to homelessness and access to housing in Surrey:
- Creating Housing
- Creation, retention, or maintenance of housing stock, including transitional supportive, permanent supportive, or mixed-use models. Capital activities eligible under this priority include:
- Predevelopment
- Development/Construction
- Acquisition
- Renovation/Expansion/Repurposing
- Other capital activities that may support the project come to fruition, leverage other funding/partnership opportunities, or support the sustainability of the project
- Creation, retention, or maintenance of housing stock, including transitional supportive, permanent supportive, or mixed-use models. Capital activities eligible under this priority include:
- Innovative Projects
- Innovative approaches to addressing homelessness, including:
- Pilot projects
- Projects that support access to housing (reduce homelessness) or housing sustainability (prevent homelessness)
- Innovative approaches to addressing homelessness, including:
- Capacity Building
- Initiatives that increase the capacity of the homelessness and housing sector to address homelessness, including projects that:
- Enhance efficiency through service coordination across/among organizations
- Build knowledge, skills, abilities, or tools
- Promote collaboration and partnerships that leverages additional funding or support
- Initiatives that increase the capacity of the homelessness and housing sector to address homelessness, including projects that:
Eligibility Criteria
Organizations that are eligible for funding include:
- Charitable organizations or registered societies, or for-profit entities that are working in partnership with a charitable organization and have a written agreement in place
- Projects addressing issues and gaps related to homelessness and access to housing and that are based in and provide direct benefit to Surrey and Surrey residents
- Projects that are operating in Surrey
Ineligible
Organizations that are not eligible for funding include:
- Organizations without charitable tax status
- Fundraising activities
- Retroactive funding
- Conferences
- Deficit funding
- Core operational funding
- Ongoing program funding or funding of ongoing operational costs
- Services or facilities that are not in compliance with municipal licensing and zoning requirements
- Activities, equipment or supplies that are already funded/provided by another source
Requirements
The application should:
- Target the priority populations – those who are homeless or at risk of homelessness in Surrey
- Identify other internal and/or external funding contributions and partnerships – please note stacking is ineligible
- Address one or more of the Key Priorities
- Support the goals of the Surrey Homelessness & Housing Fund
