UN Women invites qualified organizations to submit proposals for the Strengthening Savings Banks with a Gender Approach.
This UN Women Call for Proposals is for an Implementing Partner who will:
- Strengthen savings banks through training programs and provision of support capital in cash;
- Generate an advocacy and communication strategy with the communication products to be developed from the intervention;
- Facilitate two national face-to-face meetings with the representatives that make up the Board of Directors of the identified savings banks NETWORK.
Funding Information
- The budget range for this proposal should be USD 36,000 to 40,000 (min – max)
- Time proposed for the association: 5 calendar months.
Eligible Activites
- Generate a survey of information and experiences in the field of popular and solidarity economy (savings banks) with a gender approach in Guayaquil.
- Selection of two savings banks in Guayaquil considering the member banks of the RED PANAS. Selection criteria will be defined in coordination with IOM.
- Develop a diagnosis that evaluates gender equality at the different levels and activities of the savings bank operation.
- Design of the pilot proposal for a savings bank with replication capacity based on the diagnoses and other successful experiences that promote financial inclusion with a gender approach and “learning, doing”:
- Generate training modules that promote institutional strengthening at the level of savings banks in the following topics such as: Associativity, leadership, community social cohesion in urban contexts, organizational fabric, etc.
- Strengthening at the individual level of the members of savings banks, taking as a starting point the training modules prepared by UN Women, which should be adjusted to the context of financial inclusion and savings banks on the topics of
- Human rights of migrant and refugee women
- Economic empowerment with a gender approach
- Detection and responses to situations of gender-based violence
- Co-responsibility of care methodological guide
- Design improvement plans for the beneficiary savings banks of this project, with a minimum projection of one year for which the executing partner must consider the methodology of improvement plans that the IOM has implemented in the member savings banks of the RED PANAS, to replicate and/or improve it in the 2 boxes planned for Guayaquil. Topics to Consider in Plans:

- Community integration with a view to maintaining and increasing the number of associates.

- The pilot proposal includes the delivery of seed capital for a maximum amount of USD 10,000 to be distributed among the beneficiary banks. For which the implementing partner must:
- Design a seed capital administration mechanism that guarantees the proper use of resources and that designates at least two responsible persons (firms) for each savings bank.
- The seed capital delivered must respond to the improvement plan designed by the savings bank and generate criteria for the design of a budget that allocates 60% of the capital delivered for microcredits)
- Implementation of the pilot strategy aimed at savings banks that are part of the RED PANAS in the city of Guayaquil
- Implementation of the pilot proposal for training and accompaniment of the partners of the 2 savings banks located in Guayaquil. The training processes must take place in mixed modalities (virtual and face-to-face), ensuring that the participants have the connectivity and logistics for their participation in the training process.
- Provide support and follow-up in the design of improvement plans for savings banks.
- Accompany and provide facilitation tools to representatives of the savings banks so that they can carry out 2 workshops with the community that motivates potential partners to be part of the savings banks, based on the topics covered in the training process.
Eligibility Criteria
- Required technical/functional skills
- Other skills that, although not required, may constitute an advantage for the provision of services
- The bidding NGO must have the following experience:
- At least 4 years of work in associativeness, marketing processes and links with the popular and solidarity economy.
- At least 4 years of work experience in gender, human mobility, development and/or human rights issues.
- At least 4 years of experience in developing strategies for the economic empowerment of people in situations of human mobility or other priority attention groups.
- At least 4 years of work in capacity building for women
- Coordinator:
- Professional in sciences social, policies, economic either kindred, with studies of fourth level in policies public, developing, Rights humans, gender, Projects or others relative to the position.
- Experience of at least 3 years of project coordination with a gender approach.
- Experience of at least 3 years in project coordination, reporting, monitoring of activities Y compliance of goals.
- Technician specialist in gender and/or human mobility:
- Professional in humanities, social sciences, politics, or related.
- Experience of at least 2 years in the design of participatory methodologies on issues of gender, human mobility, development and/or human rights.
- Experience of at least 2 years in the implementation, follow-up and monitoring of projects with a focus on vulnerable populations.
- Experience of at least 2 years in the design and implementation of training processes on human rights and gender issues.
- Technician specialist in economic empowerment and financial inclusion.
- Professional in economic sciences, financial either related.
- Experience of at least 2 years in the implementation of strategies for the economic empowerment of people from priority attention groups.
- Experience of to the less two years in the generation and/or implementation of strategies for the monitoring and evaluation of the actions implemented in projects from the human rights approach.
- Communication technician
- Professional in the communication area
- Experience of not less than two years in public entities, civil society and/or United Nations Agencies
- Professional experience of at least one job related to design and editing as a consultant on communication issues.
- At least two jobs related to the design and editing of communication campaigns related to the sector, the state and in general.
- Visibility
- The implementing partner must ensure and demonstrate the good use of the image of UN Women and the International Organization for Migration, as well as the United States Embassy, through the United States Office of Population, Refugees and Migration. Of America during the period of execution of the project and its respective follow-up, in accordance with the use and image manual of UN Women and the IOM.
- The implementing partner must generate communication material that demonstrates the progress and important milestones of the project and that can be distributed by UN Women and the International Organization for Migration through their communication channels (provided for in result 2 literals b, c, and d). The communication materials generated and the digital files of the corresponding photographs will be sent, according to a schedule, together with the releases signed by the participants, to ensure that the beneficiaries who appear in the photographs have allowed the use of their personal image. , in accordance with the organization’s use and image manual.
