The United Nations Development Programme (UNDP) has launched the Call for Proposals for the Low Value Grant for cooperatives that were affected by the 2023/2024 war, enabling them to maintain and sustain their production and operation as a first step towards recovery.
This call serves as a bridge between emergency response and the recovery of Lebanese cooperatives, ultimately supporting in maintaining community resilience, reducing economic disruptions, and supporting recovery efforts.
Objectives
- The primary objective of the call is to provide grants to eligible cooperatives, especially those led/owned by women to enable them to sustain and increase their production in a post-conflict and recovery setting.
- The grants will therefore be directed to achieve the following:
- Invest in new machinery/equipment, upgrade existing ones, or replace damaged ones.
- Invest in infrastructure development, repair and rehabilitation to restore operational efficiency and ensure long-term sustainability.
- Purchase or upgrade energy-efficient equipment to reduce production and operation cost.
- Purchase of raw materials essential to the production process.
- Reach new customers, enabling increased sales opportunities through the use of e-commerce solutions, other digital solutions or targeted marketing activities.
Scope of the grant
- To provide grants to cooperatives affected by the 2023/2024 war, with priority given to cooperatives operating in the agriculture and agri-food sectors, particularly those located in the affected governorates of South Lebanon, Nabatiyeh, Bekaa, and Baalbeck-Hermel. The selected beneficiaries of the grant will also benefit from additional technical assistance based on their needs

Eligible Activities
- Eligible activities covered by the grant include:
- Purchase of equipment or machinery
- Repair and rehabilitation of facilities and assets including investing in an irrigation system.
- Purchase or upgrade of energy-efficient equipment
- Purchase of raw material
- Access to local markets
Expected Results
- Maintain ongoing operation/production and ensure business continuity.
- Invest in new machinery/equipment or replace those that were damaged, when applicable.
- Support repair and rehabilitation efforts of facilities and assets, when applicable.
- Purchase energy-efficient machinery or tools to reduce production/operation cost.
- Purchase of raw material that are essential to the production process. – Increase market outreach through access to market activities
Geographic Focus
- Cooperatives located in conflict-affected areas across Lebanon.
Eligibility Criteria
- To qualify for the grant, applicants must meet the following criteria:
- Cooperative operating in the agriculture and agri-food sectors.
- Cooperative must be registered in the General Directorate of Cooperatives at the Ministry of Agriculture.
- Cooperative must be located in affected areas i.e. governorates of South Lebanon, Nabatiyeh, Bekaa, and Baalbeck-Hermel.
- Cooperative must be in operation for at least one year before the start of the escalation of hostilities (in 2023).
- Cooperative is not operating from home and is currently operational.
- Cooperative must have at least 50% of its members as female.
- Cooperative must have submitted its budget to the General Directorate of Cooperatives in 2022.
