The Mayor’s Office on Community Affairs (MOCA) is seeking applications for its Child and Family Services Agency (CFSA) Families First District of Columbia (DC) Initiative to develop and implement a community-driven, place-based initiative that will focus on multiple aspects of a family’s life to improve well-being and stability in Ward 5’s CarverLangston and Ward 8 Washington Highlands neighborhood.
Goals
Families First DC has the following goals:
- Empower communities – through a place-based approach, neighborhoods and families will envision and create Family Success Centers that will meet their specific needs. Community Advisory Committees will be established, neighborhood action planning will be employed, and strategically tailored community-based grants will be provided to fill services gaps to meet their community’s needs.
- Integrate Services – the Family Success Centers will be uniquely designed by each community to facilitate access to existing government resources and new initiatives tailored to meet families’ needs.
- Focus Upstream – The Family Success Centers will focus on increasing protective factors and mitigating trauma to build on community and family strengths. Services will be designed to prevent crises through early engagement, offer assistance to meet families’ basic needs, respond flexibly to the needs of families and the communities, and provide services outside of a traditional office setting.
Funding Information
- CFSA intends to award two (2) grants for the project (one per focus area). CFSA reserves the right to assign the amount of the award. Individual grant awards shall not exceed $325,000.00 for the base year per focus area.
- The anticipated performance and funding period shall be date of award up to one-year.
Target Population
Families in need of increased supports to assure family stability, child safety, and overall wellbeing, as well as residents residing in communities at-risk of increased poor outcomes.
Eligibility Criteria
The following are eligible organizations/entities who can apply for grant funds under this RFA: Non-profit organizations; Private organizations; Public organizations; or Faith-based organizations. Consideration for funding shall be organizations meeting the eligibility criteria and having documentation of providing services for families in the neighborhood(s) the organization applies to serve. Partnerships between organizations are welcomed. Applicants must provide letters of commitment, co-applications, or letters of support for existing partnerships if performance will depend on another organization.
