The Department of State’s Office of Assistance Coordination (NEA/AC) in the Bureau of Near Eastern Affairs has announced a grant program entitled “Access to Justice and Community Security” with an aim to support security and justice sector stabilization in Syria. The program aims to help the moderate opposition respond to the rapidly changing environment within Syria and increase space for normal political, social, and economic activity to take place. In the immediate term, it seeks to enhance the legitimacy of, and support for, the moderate opposition and strives to decrease risks of future violence and mitigate the growth of extremism.
The Access to Justice and Community Security (AJACS) program aims to empower civilian security and justice providers, in partnership with local stakeholders, to deliver security and justice services to their communities. The primary emphasis of this NOFO is to deliver community-based security to opposition-held areas in Syria.

Eligibility Criteria
- Applicants include U.S. or foreign non-profit organizations; for-profit organizations; private institutions of higher education, public or state institutions of higher education; public international organizations; and small businesses with function and regional experience International non-governmental organizations with principal bases of operations outside the Middle East and North Africa are also encouraged to apply.
- To apply for NEA/AC (Federal) funding organizations, whether based in or outside the U.S., must have a Unique Entity Identifier (UEI) number, currently referred to as a DUNS number, and an active account with the System for Award Management (SAM) at the time of application submission.
