The United States Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC) is inviting applications for Building Vietnam’s M&E Capacity for Program Monitoring, Data Visualization, Data Use, Linking Private and Public Networks and Supporting HIV Clinical Services at Site and Provincial Levels under the President’s Emergency Plan for AIDS Relief (PEPFAR).
The purpose of this NOFO is to strengthen the indigenous technical capacity of MOH, and in parallel, strengthen the monitoring capacity of high-need provinces, districts and sites for responsive HIV program implementation.
The purpose of this NOFO is also to introduce innovations along the HIV continuum of care. Tapping into the private facility networks will be critical for Vietnam to reach epidemic control and ensure the continuity of quality and affordable services for PLHIV.
Aims
This funding opportunity aims to build Vietnam’s monitoring and evaluation (M&E) capacity for program monitoring, data visualization, data use, linking private and public networks and supporting HIV clinical services at site and provincial levels through:
- Strengthening public sector and private sector collaboration to support high quality HIV and related health service provision;
- Strengthening tracking systems and ensuring linkage to treatment for PLHIV and associated infectious diseases in the Vietnamese hospital system; and
- Strengthening data use for decision-making and effective HIV program management at site and provincial levels.

Eligibility Criteria
- Unrestricted (i.e., open to any type of entity).
- Government Organizations:
- State governments or their bona fide agents (includes the District of Columbia);
- Local governments or their bona fide agents;
- Territorial governments or their bona fide agents in the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau;
- State controlled institutions of higher education;
- American Indian or Alaska Native tribal governments (federally recognized or state-recognized);
- Non-government Organizations;
- American Indian or Alaska native tribally designated organizations;
- Other;
- Ministries of Health.
- In addition to the entities listed above, the following entities are eligible to apply for this NOFO:
- Government Organizations:
- Political subdivisions of States (in consultation with States).
- Non-government Organizations:
- Alaska Native health corporations;
- Tribal epidemiology centers;
- Urban Indian health organizations;
- Nonprofit with 501C3 IRS status (other than institution of higher education);
- Nonprofit without 501C3 IRS status (other than institution of higher education);
- Research institutions (that will perform activities deemed as non-research).
