The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “support for the promotion and protection of children’s rights in Chad”.
Objectives
- The general aim of this call for proposals is to contribute to the promotion and respect of the rights of the child in Chad.
- This call for proposals has the following specific objectives:
- To improve the quality of services and the capacity building of CSOs in terms of care, psychosocial, socio-economic and educational reintegration as well as the follow-up of unaccompanied and unaccompanied street children, child workers (especially children drover), and generally of all child victims of violence and sexual abuse through including the establishment and strengthening of child protection systems.
- Support activities of:
- Knowledge building and building capacities of Civil Society Organizations on the protection and rights of children.
- Advocacy of CSOs (including for the respect of national and international texts, norms and commitments in children and the monitoring of their implementation), sensitization and communication.
- Prevention, led by CSOs, against violations of the rights of the child by authorities, families, communities and children.
Priorities
Priority will be given to actions:
- That will allow the direct care of street children, or in a situation of fear, exploited children victims of violence and sexual abuse, child workers (especially in mining areas and exposed to dangerous tasks) and prevention of violence against children and forced labour of children.
- That will reinforce the knowledge of the professionals and the speakers on the complexity of the answers to be brought to the child victims, on the necessary multidisciplinary approach to propose (medical, psychological, social etc) and thus will improve the quality of the taking charge
- That will be designed, implemented and implemented in an integrated approach (prevention, protection, insertion/rehabilitation) and taking into account the specific needs of the categories of vulnerable children.
- This will be designed to create synergies between the actors concerned: Civil society organizations, social and state social services (police, gendarmerie, justice etc.), parliamentarians, local elected officials, religious/customary leaders, district leaders, socio-cultural associations, academics, etc.
It is also recalled that the proposed projects should contribute to mainstreaming gender and achieving the goals of gender equality and girls’ and women’s empowerment, in line with the EU Plan of Action for Gender Equality II.
Size of Grants
Any grant requested under this Call for Proposals must be between the following minimum and maximum amounts:
- Minimum amount: EUR 250,000
- Maximum amount: EUR 350.000
Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a moral person
- have no profit and be a CSO (civil society organization) or belong to a network of CSOs
- be established in Chad, in a Member State of the European Union or in any other country
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the entity or affiliated entities, and not acting as an intermediary.
- To be eligible for a grant, the lead applicant must:
- Co-Applicant (s)
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself. If the leader is not from Chad, at least one of the co-applicants will have to be a local CSO.
- Affiliated entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and/or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular, a legal or capital link.
- This structural link mainly encompasses two notions:
- Control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- Entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- Entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- Controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- Membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member of the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.

How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
